HICA! serves more than 4,000 residents annually with high-quality services and advocacy at the local, state, and national levels. With over 30 full-time staff and a $3.4 million budget, our work spans leadership development, education and workforce readiness, and economic advancement. We are headquartered in Birmingham, Alabama.

Job Summary



The

Community Advocacy Manager (CAM)

will support and strengthen HICA!'s advocacy and civic engagement capacity. The role is responsible for developing and executing grassroots advocacy campaigns and mobilizing community participation in civic life. Working in close collaboration with the Programs Director, Policy Director, and other programs staff, the CAC will elevate community voices in decision-making spaces, build lasting partnerships, and lead initiatives like Legislative Advocacy Day at the Alabama State Capitol.

This position is ideal for someone who is passionate about advancing equity, shaping public policy, and building the leadership of Latino and immigrant communities to advocate for themselves and their families.

Related duties and responsibilities:



Advocacy (50%)



Support the Policy Director in designing and implementing community-centered advocacy strategies aligned with HICA!'s legislative priorities.

Organize and coordinate an annual

Legislative Advocacy Day

at the Alabama State Capitol, including community outreach, logistics, training, and follow-up.

Facilitate advocacy campaigns, town halls, and public forums that connect community members with elected officials and decision-makers.

Track and analyze emerging policy issues affecting Latino and immigrant communities; support the creation of advocacy materials such as fact sheets, testimonies, and action alerts.

Build grassroots leadership pipelines by training and mentoring community advocates to participate in policy discussions and advocacy campaigns.

Represent HICA! in advocacy coalitions, policy meetings, and community networks to amplify our mission and goals.

Collaborate across departments to ensure advocacy goals are integrated into HICA!'s programmatic work.

Civic Engagement (50%)



Lead efforts to increase civic participation among Latino and immigrant communities through nonpartisan voter education, registration, and turnout initiatives.

Develop and implement culturally and linguistically relevant workshops in Spanish and English on topics including voter rights, election processes, and civic literacy.

Use community engagement tools such as canvassing, digital organizing, and text banking to increase public awareness and participation.

Work with HICA! program staff to embed civic engagement strategies into direct services and leadership development work.

Perform outreach and community assessments to identify barriers and opportunities to civic engagement.

Maintain timely records and documentation for all engagement and education activities for internal and external reporting.

Organizational Needs



Participates in HICA! functions and job related duties as required and requested by supervisor.

Connects and refers potential constituents met while conducting HICA! activities.

Comply with all HICA! policies and procedures

Required Competencies:



BA/BS or 1-3 years of Experience in community engagement or relevant field

Alignment with the mission, values, and goals of HICA!

Fluency in both Spanish and English (written and spoken).

Experience with grassroots organizing, civic engagement, or public policy advocacy

Familiarity with legislative processes and political landscapes at the local and state levels.

Strong project management skills and ability to work independently in a fast-paced, dynamic environment.

Ability to build trust and relationships across lines of difference and with diverse stakeholders.

Critical thinking and inquiry to engage in analysis of data and research to inform decisions

Asset-based approach to community engagement, centering community wisdom and lived experience in advocacy efforts.

Commitment to long-term systems change through collaborative, community-led strategies.

Workplace:



Flexibility to work evenings, weekends, and travel

Frequent travel within Central Alabama, occasional statewide travel (mileage reimbursement included)

Compensation and Benefits:



Competitive annual salary of $50-55k, commensurate with experience
