Essential Functions

PURPOSE OF CLASSIFICATION

The purpose of this classification is to answer multiple telephone lines, to communicate effectively with persons requesting emergency and non-emergency assistance, to clearly relay information for dispatch or transfer calls appropriately, to accurately enter data into the Computer Aided Dispatch system, and to perform administrative support tasks as required or assigned.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Performs multiple tasks simultaneously; takes appropriate action when presented with a routine call or a stressful life/death situation; remains calm under all circumstances.
  • Answers multiple telephone lines; assesses incoming 911 and non-emergency calls - asking vital questions and providing pre-arrival instructions.
  • Monitor and operate a radio console and computer aided dispatch equipment, dispatching all emergency and non-emergency calls within the jurisdiction.
  • Ensures proper transfer to appropriate agencies for other services or out of jurisdiction emergencies.
  • Connects calls to appropriate department, extension, service, or agency as available.
  • Possess the ability to prioritize calls and responder radio traffic.
  • Maintains conversation as needed with the caller to obtain/verify pertinent information.
  • Performs emergency medical dispatch.
  • Communicates effectively and coherently over all radio channels.
  • Makes notifications for resources as requested during business hours and after hours using all call personnel.
  • Contacts various other departments during and after hours to resolve problems such as streetlights being out, downed street signs, roadway debris, railroad gates remaining in down position for extended period, gas leaks, water line breaks, and power outages.
  • Performs toning out for the Henderson City Fire Department, Henderson Police Department, Henderson County Sheriff\'s Department, Henderson County Fire Departments, Henderson EMS, and Henderson City County Rescue Squad.
  • Notifies emergency personnel for specific events.
  • Maintains all responding units\' activities and status at all times to ensure safety of personnel.
  • Provides the general public with directions and referrals, answers to citizen complaints and concerns, and provides appropriate resources for any other information requested regarding the community or situation.
  • Enters/retrieves a variety of data into/from LINK/NCIC; modifies, locates, maintains, saves, and/or clears files and records within database.
  • Performs NCIC criminal history checks as needed/requested from other agencies we serve; utilizes NCIC for inquiries on driver\'s licenses, vehicle tags, stolen articles and property, guns, wanted and missing persons.
  • Utilizes several computer-based programs as resources to assist emergency personnel.
  • Notifies appropriate personnel of critical situations, and problems with communications or computer equipment.
  • Maintains assorted logs as required.
  • Performs ongoing administrative support for the Communications Center such as replenishing various forms, replenishing computer paper, replacing ink cartridges and paper, and shredding confidential material.
  • Performs open records requests, as needed or assigned.
  • Maintains a clean work area with duties that include sweeping, wiping down console, and disposing of any unnecessary papers and other housekeeping items as assigned.
  • Attends training as offered by the department or as required by law to maintain applicable certifications.
  • Remains informed of departmental operations to promote improved job performance.
  • Upon two years of service, the Communications Officer will assist with training new Communications Officers.
  • Completes, prepares, processes, and/or files a variety of forms, teletypes, legal documents, requests, reports, correspondence, and other documentation associated with the daily routine of this position; maintains files and administrative records.
  • Cooperates and maintains confidentiality with federal, state, and local law enforcement agencies and its officers or representatives when their activities or investigations are related to on-going investigations within the jurisdiction.
  • Shall attend all required training as authorized by the Kentucky Law Enforcement Council (KLEC).
  • The Public Safety Dispatch Academy (PSDA) includes various modules of instruction related to the duties and responsibilities of a dispatcher, calls for service, phone & radio procedures, information systems, and call processing.
  • Maintains regular and predictable in-person attendance during regular business hours of the City of Henderson as required.
  • Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City\'s Drug and Alcohol policy.
ADDITIONAL FUNCTIONS

Must be willing to work various shifts, weekends, and/or holidays as deemed necessary. Must be willing to work overtime as needed, including emergency call in. Must maintain a positive attitude in the Communications Center at all times.
Performs related duties as required, necessary, or assigned.

MINIMUM QUALIFICATIONS

High school diploma or GED; vocational/technical training in telecommunications preferred; some administrative and computer experience in a similar law enforcement environment or related preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must be able to type 20 w.p.m. Before the end of the first 12 months of employment:
  • Must obtain and maintain State of Kentucky Telecommunications certification, successfully completing the Public Safety Dispatch Academy (PSDA) at the Department of Criminal Justice Training Center (DOCJT) in Richmond Kentucky (4 weeks)
  • Requirements which will be completed in the department consist of T-CPR certification, NIMS 100, NIMS 200, NIMS 700, and CJIS certifications.
  • Must complete the departmental Communications Officer Training Program (approximate 12 weeks) with a Communications Training Officer, which includes all basic training vital to become a successful Communications Officer.
Must posses or have the ability to pass a background investigation.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements: Tasks require the ability to perceive and discriminate sounds and visual cues or signals. Tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
