As the Commissioner of the Department for Financial Services, you will be responsible for providing oversight, administrative and policy support and overall direction within the Department for Financial Services as defined and assigned by the Cabinet Secretary. Cultivating and implementing policies to administer and monitor incentive programs related to new business growth and expansion for new and existing businesses. This position will be overseeing the monthly board meetings as well as staffing.




This position will heavily assist Cabinet accounting, budget, personnel, IT and resource management functions. The position also provides day to day management of personnel, development and implementation of policy decision, oversight of work activity for a team of program management, compliance, finance, personnel and IT professionals. The Commissioner will be a member of the Cabinet's Executive Leadership Team and will be responsible for strategic planning, organizing and directing all aspects of the Department.



Key Responsibilities:Manage a team of skilled professionals who oversee diverse programs. Provide oversight and guidance to partners, contractors and vendors operating and executing program initiatives. Develop and implement financial strategies, plans and budget to achieve the Cabinet's financial goals. Serve as a member of the Executive Management Team, advisor and Proxy for the Cabinet Secretary Maintain effective communication with Cabinet staff, state and local representatives. Manage day-to-day operations of all finance-related matters, including accounting, finance, purchasing, and human resources. Establish and implement short- and long-range goals, objectives, policies and operating procedures which are in line with the needs and mission of the Cabinet and as required by law. Actively coach and guide Cabinet staff and team. Oversee financial planning, analysis, and reporting, ensuring accuracy and compliance with regulatory requirements. Prepare, present and monitor operating and capital budgets. Serve as a liaison with applicable state agencies, including the Governor's Office, Auditor of Public Accounts, the Controller, the State Budget Office, Personnel Cabinet, Legislative Research Commission and the Finance and Administration Cabinet. Develop and maintain an effective relationship with policy makers and related staff. Monitor legislative activities.

The successful candidate should be able to demonstrate the following:Excellent leadership, interpersonal and team building skills. Proactive, highly responsive work approach with an ability to identify new opportunities. Ability to work independently, but also collaborate with Cabinet staff, management, and economic development partners. Excellent time management, organizational, verbal, and written communication skills, a keen attention to detail, and an ability to solve problems that may arise. Able to re-prioritize tasks and support teams based on frequently changing needs and the ability to work well even when faced with ambiguity. Ability to research issues and provide recommended solutions to issues that arise. Excellent judgment, professionalism and ability to represent the Department for Financial Services and the Cabinet to internal and external partners. Must be comfortable making presentations to small and large groups. Experience with federal grants and accounting and auditing policies. Possess comprehensive knowledge of the principles and practices of corporate finance. Excellent verbal and written communication skills. Knowledgeable in Generally Accepted Accounting Principles (GAAP) Loan Origination Experience

Minimum Requirements

EDUCATION:

A bachelor's degree and relevant managerial experience in business management, finance, economics, economic development, or a related field is required.



EXPERIENCE, TRAINING, OR SKILLS:

Minimum ten years' experience in accounting or finance. Minimum of five years of experience in a senior management level position with leadership skills.

Substitute EXPERIENCE for EDUCATION:

Non-degreed candidates with experience in one of the above areas will substitute for the educational requirement on a year-for-year basis.



SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):

Certified Public Accountant (CPA) desired (time and costs for continuing education and license requirements provided). Preferred: 7-10+ years of experience.
