PURPOSE

The Operations Project Manager is responsible for assisting the COO in the supervision/managing of ADA, sustainability and environmental quality process and procedure. Responsibilities include: (1) Assuring district ADA compliance in existing and future facilities and technology; (2) providing timely and accurate Management of the Facilities Condition Audit database to inform long-range facilities planning; and (3) leading the district sustainability and energy conservation planning development and execution. (4) Lead district environmental quality plan development and execution. This position requires a professional and collaborative approach with both internal and external stakeholders.

ESSENTIAL RESPONSIBILITIES AND DUTIES

  • Earn and maintain ADA certification (to begin process NLT 90 days for starting position). Provide advice and interpretation for the appropriate application of accessibility principles, universal design, and ADA requirements in all district facilities, programs, policies, and procedures.
  • Monitor and evaluate the effectiveness of district programs and services related to accessibility and ADA working with district leaders to change and improve them as needed.
  • Create and maintain a district ADA transition plan and integrate with the Long-Range Planning.
  • Disseminate information and provide professional development education to further understanding of accessibility for persons with disabilities.
  • Maintain a central record of accessibility issues and request for accommodations related to facilities.
  • Assist the district compliance officer to address complaints through the formal and informal grievance procedure. Assist in resolving public access complaints brought by visitors, vendors, and or others outside the district.
  • Manage the ADA review process for all CPS building design and construction for minor and major projects. Review construction plans and specifications for compliance with current ADA codes and specifications in partnership with district architect and construction.
  • Maintain database for Facility Condition Audits. Provide analysis and recommendations to the COO and CFO for Long Range Plan.
  • Oversee and supervise the creation of a comprehensive Energy and Sustainability plan.
  • Assist in collaborations with district stakeholders to select and award construction contracts as necessary.
  • Create a comprehensive district environmental quality plan.
Perform other duties as necessary to support the mission and vision of Columbia Public School District.

REPORTING RELATIONSHIPS

Reports To: Chief Operations Officer

Supervises: The Operations Project Manager will supervise Environmental Quality and Energy Management personnel.

QUALIFICATIONS

Minimum: BS Degree and 3 years\' experience in a related field.

Preferred: Masters in Educational Administration or Leadership with three years of building level leadership and school related construction experience or Degree in Project Management, Engineering, or Architecture; three years or more combined experience in ADA compliance, Energy Management, Project Management,Engineering, or Architecture.

Maintain collegial working relationships with staff. Maintain a positive relationship with members of the community. Effectively manage conflict.

Physical Demands: While performing the duties of this position, an employee is regularly required to move about, talk, and hear; Close vision ability to look at a computer screen for long periods of time is required. Travel between district facilities. Moderate amount of travel, both in and out of state.

Attendance: Consistent and regular attendance is an essential function of this position. Expected to attend Board meetings and other District events throughout the community.

Conditions and Environment: The work environment is consistent with a typical office environment; at times, many staff members may be present and speaking simultaneously. Frequently required to work irregular or extended hours, including evenings and weekends.
