Job Description

Position Title: Code Compliance Officer/Building Inspector



Job Summary:



Performs a variety of professional technical planning and inspection duties and performs related work as assigned. Ensures compliance with all currently adopted building and code enforcement regulations governed and enforced by the department. Ensures complete and accurate processing of code enforcement complaints. Provides correspondence, answers telephone, and provides timely, accurate and friendly customer service. Provides inspection and code services to the City of Stamford.

Roles and Responsibilities:



Answers questions, distributes forms and provides a variety of information regarding city planning, zoning, and building codes, policies and procedures to property owners, citizens, contractors, and others in-person and over the telephone. Enters data into an automated record system and organizes manual files; maintains records, logs, and binders. Shall possess the ability to communicate effectively and establish and maintain effective working relationships with the general public and co-workers. Provides a variety of logistical support to the Department. Learns, obtains, and maintains International Code Council and other pertinent certifications approved by the Director. Drives a motor vehicle to make on-site visits for inspections of commercial, industrial, and residential properties throughout the city. Investigates complaints regarding code compliance. Issues verbal or written orders for correction of violations of the codes and ordinances. Enforce and issues permits and citations in accordance to the code. Performs complex and complicated inspections for compliance with housing, zoning, environmental health, nuisance and abatement codes, regulations, and ordinances to ensure conformance with approved plans and code requirements. Inspects for compliance with building, mechanical, electrical, and plumbing codes, and the Code of Ordinances. Performs all other duties as assigned.

Knowledge, Skills, and Abilities:



Shall possess the ability to communicate effectively and establish and maintain effective working relationships with the general public, co-workers, elected officials. Knowledge of urban and rural planning principles and practices of land use. Good knowledge of research methods and data evaluation. Ability to use office equipment to include computers and software programs. Base knowledge and some working ability in GIS. Ability to manage multiple assignments. Must be willing and able to obtain Code Enforcement Registration from the State of Texas within one year of employment. Regular, reliable, and punctual levels of attendance are essential job functions and expectations of this position.

Physical Requirements:



Ability to walk, sit, or stand for extended periods of time. Ability to climb stairs or ladders and climb in and out of city vehicles. Ability to crawl, reach, bend, stoop, squat, kneel, twist or crouch when performing job duties. Ability to carry, balance, lift, push, pull, reach equipment and material weighing up to 30 pounds. Hearing and vision must be satisfactory to the degree that duties may be performed effectively and safely. Ability to distinguish colors.

Environmental Conditions:



Majority of work performed outdoors may be subject to adverse weather conditions such as extreme heat, cold, wetness and humidity. Work may be subject to time pressures; frequent changes to tasks, working closely with others as part of a team, working alone, performing multiple tasks simultaneously, and dealing with irate customer. Work may be tedious and exacting.

Minimum Qualifications:



High school diploma or GED; or business or vocational school training in construction or craft trades; or with a bachelor's degree in a related field planning, geography, law enforcement, construction, architecture, engineering preferred or any combination of experience, education or training that will produce the desired qualifications. Must possess Code Enforcement Officer Registration from the State of Texas or be able to obtain within 180 days of employment. Additional International Code Council (ICC) certifications desirable. Must have a valid Texas Class C Driver's License.

Typical Duties and Responsibilities:



Learns and participates in the design review process by reviewing plans and

specifications for conformance with city codes, drives a motor vehicle to make

on-site visits for inspections of commercial, industrial and residential properties

throughout the city.

Inspects for compliance with building, mechanical, electrical and plumbing

codes and the Code of Ordinances; reviews plans
