POSITION TITLE: Clinic Director DEPARTMENT: Health Clinic SUPERVISOR: Deputy Administrator of Program Operations WAGE: Level 26-0 $27.60, Level 27-0 $28.98, Level 28-0 $30.42 F/T 40 HR/WK CLOSING DATE: Open Until Filled POSITION SUMMARY: The position is responsible for the overall administration, planning, development, implementation, control and evaluation of tribal health clinic and care programs. DUTIES:

  • Directs and administers the mature 638 Combined Health Services Compact.
  • Maintains and promotes an efficient and effective management of programs including health administration, health planning, health education, drug/alcohol abuse, in-home services, environmental health, ambulatory care, pharmacy, and laboratory, preventive health care and patient registration.
  • Supervises the Business Office Supervisor, Medical and Professional staff including health related grant funded program staff.
  • Provides oversight of the Elder Meals Title VI program.
  • Prepares and forecasts budget proposals and justifications.
  • Maintains fiscal operations and promotes cost control measures in the operation and maintenance of all programs, facilities and grounds.
  • Coordinates health program plans and operations with other tribal staff.
  • Develops and maintains a positive working relationship with all tribal staff.
  • Assesses community health needs in order to develop a comprehensive health care system.
  • Evaluates potential funding opportunities, researches and completes grant applications and follow-up for final decision.
  • Maintains necessary amendments to awarded grants.
  • Ensures narrative and fiscal reports are filed accurately and in a timely manner.
  • Participates on various boards and committees providing professional input and background in the development of broad coalitions and/or improvements and coordinating of services to Indian communities.
  • Represents the health care facility and Tribe by promoting programs, contributing to the community programs and groups and informing and responding to inquiries or the news media.
  • Networks with and participates in meetings with State, Federal and Local officials, including other Tribal Organizations and tribal members.
  • Initiates, coordinates and enforces compliance of program, operation, personnel policies and procedures.
  • Maintains buildings and equipment by planning and controlling space allocations, building additions, and major equipment acquisitions.
  • Reports to Tribal Council as requested to inform of health programs and clinic operations, review expenditures and fiscal integrity.
  • Advises the council of long and short range planning, health care priorities of the community and proposals for improvements of the Tribal health care systems or its components.
  • Knowledge and understanding of the IHS Clinic Compact negotiations.
  • Manages the annual compact budgets and other contracts and grants.
  • Other duties as assigned.
QUALIFICATIONS:
  • Bachelor\xe2\x80\x99s Degree in Business or a Health Management related field is required and a minimum of four years of progressive responsibilities in program management; is strongly preferred.
Knowledge of:
  • program administration and practices.
  • community health care needs and relevant federal regulations like the Indian Health Service, CMS, and other agencies.
  • Indian Health Care Improvement Act, the Indian Self-Determination and Education Assistance Act, the Freedom of Information and Privacy Act, HIPAA, Affordable Care Act, etc.

Have a CPR Certificate Pass pre-employment drug screen and complete background investigation. Possess a valid Nevada driver\xe2\x80\x99s license. Able to lift 40lbs or more. Pay: $27.60 - $30.42 per hour Benefits:
