Public Works has spent the last 12 years building a world class traffic signal and Intelligent Transportation System (ITS) system. You will continue the trend, pushing the technology to improve safety and mobility for the residents of Clark County. You will be a part of a progressive team of engineers and technicians who are working to improve the safety and mobility of the public road system in Clark County.

Clark County owns and operates approximately 100 traffic signals and maintains approximately 25 traffic signals for other neighboring agencies. At this time, 28 county signals have fully adaptive operation, and in the next two years, an additional 24 existing County signals will be converted to adaptive operation. The county\'s ITS system includes a fully routed Ethernet communications network and over 1,100 Internet Protocol (IP) addressable field devices and over 20 servers running ITS applications.

Clark County is publishing connected vehicle (CV) data to the Internet and has begun installing connected vehicle Dedicated Short Range Communications (DSRC) radios at intersections. This position will take a key role in the expansion of the CV system, along with working with the county\'s IT department regarding cybersecurity needs for the field network. Clark County is a leader in technology and applications for the traffic signals and ITS field. You will continue leading the county\'s ITS program to provide meaningful improvements for safety and mobility along with developing and tracking performance metrics for how the system is working.

Qualifications

Qualifications:

  • Possession of a valid driver\'s license upon date of hire.
Engineer I:
  • Bachelor\'s degree in Civil or related engineering.
  • High School Diploma or G.E.D and two (2) years relative engineering work experience and possession of an E.I.T Certification.
Engineer II:
  • Bachelor\'s in Science degree from an accredited institution in Civil Engineering, Traffic Engineering, Electrical Engineering, and 2 years related work OR High School diploma or G.E.D. and four (4) years relative engineering work experience to include a minimum of two (2) years\' experience in an Engineering I classification or equivalent and possession of an E.I.T. certification.
  • A valid driver\'s license
Engineer III:
  • Bachelor\'s in Science degree from an accredited institution in Civil Engineering, Traffic Engineering, Electrical Engineering, and 2 years related work and a Professional Engineer\'s license in the State of Washington, or the ability to obtain the PE license in Washington within 6 months of hire.
  • A valid driver\'s license
Traffic Engineer:
  • Bachelor\'s degree in traffic engineering, civil engineering, or a closely related field - and - two (2) years of experience in an Engineer III or equivalent position. o Registration as a professional civil engineer.
  • Certification as a Professional Traffic Operations Engineer (PTOE) is highly desired
Knowledge of: principles and practices of traffic engineering, civil engineering and of the physical sciences (hydraulics, mechanics, etc.) involved; urban and rural public sector traffic engineering and traffic signal design; proven project management skills, including engineering, administration and management principles/ practices; application and interpretation of County regulatory codes, state regulatory and legislative requirements, court decisions and Attorney Generals opinions concerning the wide variety of engineering functions; departmental policies and procedures, work standards and codes applicable to the job.

Requires detailed knowledge of Manual on Uniform Traffic Control Devices (MUTCD), Washington State Department of Transportation (WSDOT) design guide, Traffic signal standards (NEMA, TS1, TS2, California Department of Transportation (CalTrans) Transportation Electrical Equipment Specifications (TEES) National Transportation Communications for Intelligent Transportation System Protocol (NTCIP) , National Electric Code (NEC), IEEE 802 communications standards, Layer 2 and 3 networking, including extensive knowledge of Virtual Local Area Networks (Vlans), Illumination Engineering Society (IES) lighting standards, Fiber Optic Association Standards, Network Security, SQL databases, queries.

Ability to: Establish and maintain effective working relationships with engineering and survey staff, contractors, and the public, accomplish multiple priorities and projects within projected timeframes, adopt approved engineering methods and standards to the planning, design and construction of a variety of public works projects. Read and interpret complex plans and specifications and become familiar with engineering standards; perform highly technical research work and to give reliable advice on difficult engineering problems. Prepare, draft, interpret and utilize complex engineering plans, maps, specifications and reports, and to maintain orderly, accurate engineering records; perform complex and difficult engineering computations in designing major engineering projects; inspect and provide direction to technicians inspecting the work of contractors on complex engineering projects and to obtain adherence to plans and specifications. Coordinate and effectively manage resources dedicated to a number of on-going projects. Communicate and express ideas effectively, orally and in writing, including public speaking. Give accurate and factual testimony at hearings or trials.

Examples of Duties

Key or Typical Tasks and Responsibilities:
  • Managing a fully routed Ethernet fiber optic network, over 1,100 Ethernet devices, street lighting design, implementation of connected vehicle devices, design of enhanced pedestrian crossings, data stations, along with working on traffic signal operations.
  • Plan, organize and oversee the activities and operations of ITS engineering and operations.
  • Ensures functionality of traffic network communications (Layer 3 ethernet network, ethernet digital and serial radio communications)
  • Provide research for and design of Fiber optic communications, camera design and operation, weather station design and operation, Street lighting design, database development and design, ITS design for Capital projects, review development related ITS, utilize VAST technology.
  • Provides traffic engineering input to capital projects and transportation system issues arising from citizens or the Clark County Council. Responds to citizen requests and ensures appropriate and timely responses to related questions and inquiries.
  • Utilizes related computer software and programs in analyzing and developing solutions to traffic engineering problems and in the general accomplishment and monitoring of the work.
  • Prepares and maintains all related reports, documents, and correspondence. Reviews design plans and specifications for conformance to job requirements.
  • Prepares, develops, and checks complex specialized contract provisions and design agreements. Conducts pre-bid and pre-construction conferences detailing principal construction features and agreements.
  • Coordinates with other sections and departments on issues related to grant and contract administration.
  • Develops and maintains effective relations with the public. Represents Public Works on various committees; at neighborhood organization and community meetings; public hearings; before governmental bodies and in legal processes.
  • Prepares complex technical engineering and administrative reports and develops critical correspondence and comprehensive reports in support of engineering projects and decisions.
  • Participates in the development, implementation and review of ongoing programs and existing methods - assessing job effectiveness and cost efficiencies.
  • Participates in the formulation and updating of goals and objectives consistent with the mission of the Department.
  • Assist other Traffic engineers with Signal operation and timing, signal and Pedestrian signal design, operation of Signal subsystems (Accessible Pedestrian Signals (APS) pushbutton, Emergency vehicle pre-emption systems)
  • Performs other related duties as assigned.

Local 17 Engineers.214 ($39.43 - $50.31) per hour
