Return Utah Program
CIC Business Analyst
Hybrid Telework Eligible (after successful training period)
CIC Section of BCI:
The CIC Section at BCI serves as the 24-hour UCJIS Help Desk, which provides support for the UCJIS and other related criminal justice systems offered by BCI. The Help Desk manages individual UCJIS accounts, including creation, modification, and deletion. They provide quality control for all NCIC entries made by law enforcement agencies in the state. CIC acts as a point of contact for law enforcement during AMBER Alerts and Endangered Missing Advisories.
Return Utah Program
The Return Utah program is a formal career reentry program, designated for Utahns desiring to re-enter the workforce after a career break. Along with a state job and traditional on-the-job training, Return Utah roles provide 16-weeks of transitional support (similar to an internship) which includes an office technology review, coaching, career development, mentorship, networking opportunities and job market readiness training.
Career break reasoning is irrelevant to hire. Program participants have taken career breaks for varied reasons including childcare, chronic illness, caring for a family member, educational pursuits, retirement, military service, volunteerism, entrepreneurship, political office, travel, etc. This is a long term position, meaning employment continues after transitional support provided during the first 16 weeks of employment, after the completion of the Return Utah program.
To be eligible for this return-to-work opportunity candidates:
Must have a career break of one year or more at the time of application (unless the candidate is affiliated with the military in any way including as a military spouse/partner), or
Demonstrate underemployed at the time of application and have prior professional/life experience in a functional area of interest
Principal duties:

  • Assist criminal justice users with problems logging into UCJIS
  • Assist UCJIS user attempting to use UCJIS and related programs/systems
  • Monitor/forward incoming broadcast messages, including stolen property, Be On Look Out (BOLO), out of state AMBER Alerts, system outages, etc.
  • Activate/delete/modify user accounts
  • Perform background checks on new user requests
  • Perform quality control on entries into the National Crime Information Center (NCIC) and correspond with entering agencies regarding needed corrections.
  • Monitor section email account, faxes, and mail for incoming questions, problems, or requests.
  • Assist DTS with testing new programs, deployed fixes, and troubleshooting problems.
  • After-hours point of contact for BCI building issues (security, equipment, facilities, etc.)
The Best Qualified Candidate:
  • Will possess an in-depth knowledge of all systems made available by BCI including FBI files such as National Crime Information System (NCIC, The International Justice and Public Safety Network (Nlets), Utah Criminal History, Statewide Warrants, BCI Sales & Licensing, AMBER Alert, electronic search warrants (eWarrants), GunCheck (Brady background checks system), BCI Expungement system, Applicant Background Checks (ABC), Crime Lab pre-entry as well as other systems.
  • Will have the ability to work under pressure/stress
  • Will have a high attention to detail
  • Will have excellent customer service skills
  • Will have the ability to correspond professionally and efficiently both verbal and in writing.
  • Will have the ability to troubleshoot and communicate effectively with DTS developers.
Supplemental Information
  • A hybrid telework schedule will be considered for this position only after a successful in person training period, and is subject to termination of privilege at any time.
  • The work schedule after successful training will be Wed to Sat 9:00 PM to 7:00 AM
  • Work hours will vary during a holiday week. If your scheduled work day falls on a holiday, then the holiday must be worked.
