Position Summary & Responsibilities



Position Summary:



This position will provide oversight for all children's behavioral health services statewide. The position will also be responsible to gather local and statewide information and consumer feedback on children's inpatient, community-based programs, and initiatives to inform the policy development process for the Behavioral Health Commission and disseminate information regarding policies back to Community Partners, Inpatient providers, and Consumer Networks. The goal is to confirm and ensure the quality, effectiveness and efficiency of behavioral health services and support for children and their families. Ensuring the availability and access to these behavioral health services in the least restrictive setting within the community they live. Working with community providers including CMHC's, Residential, acute hospitals and Private Providers during all phases of behavioral health care and treatment for children and families. This position leads and supports continued education and technical support of providers and stakeholder groups statewide. This position will facilitate and insist on accountability of the MCOs, CMHCs, PRTF's and others to ensure that the children are being offered and provided the needed services to ensure the best possible outcomes. This position oversees the Ylink (Youth leaders in Kansas), training and certification for the Parent Peer Support and BHT (Behavioral Health Tech) Programs.

Job Responsibilities may include but are not limited to the following:



Incumbent plans, organizes and directs activities related to the Behavioral Health (BH) needs of the children being served by community providers including Community Mental Health Centers (CMHC), Private Providers (PP) and those being served in an inpatient setting: Psychiatric Residential Treatment Facilities (PRTF's), private Psychiatric Hospitals (PPH) and State Institute Alternatives (SIA) in collaboration with stakeholders, community partners and consumers of the BH system. The incumbent identifies gaps and barriers in the BH system for Children and families. The incumbent will create goals and desired outcomes of child services linking community and inpatient providers to better serve children and families receiving BH services. The incumbent will engage in the creation, implementation, and evaluation of child BH programs.


The incumbent utilizes research in developing efficient and effective outcomes. Researches, develops, and assist in the implementation of Evidence based Practices (EBP) and/or Promising practices for BH services in the community and inpatient settings both acute and PRTF levels of treatment and makes recommendations for program improvements.


The incumbent oversees grants/contracts intended to promote improved behavioral health services for the children and families of Kansas. This will include CMHC, SIA, PRTF and federal grants that focus on children's programs. Incumbent will develop appropriate protocols to review the accountability of vendors and the monitoring of the budget. Incumbent seeks out and develops RFP's, contracts and grants with entities that can support and improve the overall treatment of children and supports the BH vision and mission. Incumbent regularly evaluates programs through data analysis, review of data with stakeholders and provides oversight of grants/contracts that provide for inpatient services including the management of the budget.


Incumbent will administer, approve, and monitor funding sources, which support children and family services across the state. This includes a continuous quality improvement process that affect the service provision of child services in the community setting and during inpatient admission to and discharge from facilities. As well as creating and implementing policies for community based and inpatient behavioral health programs that serve children. Support other task as assigned which are directly correlated with Medicaid and non-Medicaid Children and Families.


Incumbent will review required reporting and schedules on-site reviews with community providers and unplanned visits with inpatient settings to implement needed performance improvement plans determined by KDADS/BHS related to contract outcomes and performance of work. Provide ongoing technical assistance to improve outcomes and promote program success. Continues to look for other funding to bring into the state through SAMSHA or other sources. Oversees, develops, and supports contractor/grantees in programs when seen as a needed service for children and families requested by KDADS. Directs administration of financial accounting and reporting for grants and contracts.


Maintain resource listing for the implantation of projects and events: logistics, best practices, policies and procedures. Supports special projects and new initiatives.


Position serves as support and voice regarding Children and their family's needs and request to KDADS, Governors Behavioral Health Service Planning Council, Children's subcommittee, Youth subcommittee, State interagency coordinating council, CMHC's, SUD providers, Manage Care organizations (MCO), PRTF, SIA, BH Quality Assurance team, Child and family Consumer Affair Advocate and Long-term Services and supports (LTSS). In addition, this position works closely with the Department of Children and Families (DCF) and the Department of Education (KSDE), Department of Health and Environment (KDHE) and the Department of Corrections (DOC)- Juvenile Services. This work includes identifying cross system barriers and coordinating the development, implementation, monitoring and expansion of Service's that serve this population.


The incumbent represents consumer perspectives in public awareness efforts, policy, legislative development, program planning and evaluation. Incumbent involves consumers and consumer groups to provide recommendations in the planning, development and review of regulations, policies and procedures affecting persons with mental illness and or SUDs. Conducts literature reviews, qualitative research related to consumer services, EBPs and other child services. Incumbent will provide feedback where necessary to consumer groups and community partners. Attends assigned federal conferences, national conferences related to child and family behavioral health concerns, Policy, or Practice and / or events that affect consumers with mental health and/ or SUD issues and make recommendations for statewide improvements to KDADS/BH team.


Incumbent serves as the manager of Children's Programs. Supervises record keeping completed by subordinates, assigns work, establishes priorities of staff, and provide guidance and final review of all data used for decision making or reporting. Incumbent will oversee the certification functions for the Parent Peer Support providers certification and training programs. Incumbent will meet with staff to explain, interpret, and discuss programs, laws, regulations, policies to determine that goals and objectives are being met. Incumbent will seek and encourage participation in decisions and delegating responsibility to staff. Incumbent will identify and implement a rewards and recognition program to ensure all employees feel empowered to provide input and suggestions for improving team success.


This position supervises the Family Support Liaison (FSL) which provides support and education to families, parents and children throughout the state on services and resources available. The FSL manages the Parent Peer Support (PPS) certification and training program. The FSL oversees the contracts to update and maintain the PPS certification and training modules. The FSL is the liaison for the education/training review for CMHCs throughout the state. This liaison is a member of the Evidenced Based committee which reports to the Governor's Behavioral Health Services Planning Council.


This Position supervises the Youth Engagement Specialist which oversees the Youth Leaders in Kansas (YLINK) program. YLINK is a statewide youth leaders' program that provides education, instruction and assistance in building statewide advocacy groups and community involvement with a youth voice. This position ensures Youth participation on the Governor's Behavioral Health Services Planning Council by recruiting and supporting the youth. This position oversees the contracts with YLINK groups including the training contracts.


Incumbent serves as BH Liaison and represents KDADS on different child/youth and family work groups across the state and includes other child serving agencies in the state. Examples: PRTF stakeholders meeting, Psychotropic Medication Workgroup, CBS directors Meeting, KanCare/ Foster care, AIMs Manual Review, BH Quality Assurance team, Block Grant application support, KDADS integration team, Governor Planning Counsel Children's Subcommittee, Provider manual review and Complex Staffing's. Work closely with the MCO, CMHC, PRTF and SIA and other agencies on specific cases when brought to the states attention or requested to participate in meetings. Maintains regular communication with youth and their families, consumer groups and provider organization to promote consumer voice, stigma reduction, recovery supports and outcomes.


Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary and attends Commission staff meetings.

Qualifications



Minimum Requirement:



Four years experience in behavioral or social services, human services, education, public administration Knowledge and/or training of evidence-based prevention methods Unrestricted Driver's License

Preferred:



Six years' experience in counseling, social work, psychology, public health, public administration, sociology, education or other health-related field and/or four years of clinical or suicide prevention experience. Experience in managing grants-Preferred. Ability to identify and analyze problems and to select, implement, and evaluate solutions Strong oral and written communication skills Strong organizational skills Ability to develop, implement and monitor performance of contractors and grantees Ability to develop strong collaborative working relationships
