POSITION SUMMARY







This position has the responsibility of planning, organizing and directing the fiscal services of HMHD, including the development, interpretation, coordination and administration of the District's policies on finance, accounting, insurance, compliance and auditing. Additionally, this position provides a strategic financial perspective into the future growth activities of the District.

POSITION REQUIREMENTS







Minimum Education

+ Bachelor's degree in accounting, finance, or related field with MBA or CPA.

Minimum Work Experience

+ Seven years of finance experience in a hospital or health system including five years of experience as a financial executive for a substantive operating site.

JOB SPECIFIC FUNCTIONS







Reinforces HMHD's values, promotes HMHD's Compliance Plan and demonstrates proficiency in understanding of training materials and applicable laws and standards.

Completes the required corporate integrity and compliance training and education programs and ensures department employees complete their required education (in a timely manner) according to HMHD policies.

Assists the Compliance Officer and the Executive Compliance Committee in identifying "high risk" issues within his/her department.

Complies with all HIPAA standards.

Responsible and accountable for internal and/or external customer service scores.

Plans, organizes and directs the activities of the financial offices of Hunt Memorial Hospital District.

Responsible for the direction and supervision of the following departments, General Accounting, Patient Accounting, Cost Accounting, Resource Management and Payroll.

Responsible for the organization and negotiation with third party payors for optimal reimbursement, and contract performance of managed care contracts.

Administration of all Medicare & Medicaid Reimbursement issues including the completion and review of the annual cost reports.

Responsible for the administration and coordination of the independent audit activities of the District. Responsibility also includes review of all proposed audit adjustment and completion of appropriate work papers.

Responsible for the investment of District funds in compliance with the Board Investment policy and security of investment principal and optimization of investment returns.

Administer the debt structure of the District, ensuring prompt and timely payment of debt instruments and periodic reviews of such debt instruments to ensure their most advantageous structure, cost and terms.

Assist in the review of insurance policies of the District in order to maintain appropriate coverage at the least costly rates and superior service.

Review of internal control activities to minimize the level of risk of fraud against the district.

Responsible for the financial evaluation of new business ventures, and/or capital and equipment acquisitions as they are considered by the District.

Coordinate, and develop the annual operating, service demand, capital, and cash flow budgets of the District.

Administer and direct the activities of the District relating to the development, implementation and utilization of an appropriate productivity management system for the District

Perform activities commensurate with the development of the team approach, i.e., being a team player and/or leader.

Must have substantial experience working within Cerner.

Assist as needed in the development of the current and future HFDC activities of the District.

Responsible for the planning, directing, facilitating, and the presenting of proposals to Hunt Memorial Hospital District Finance Committee and the Board of Directors as required.

Responsible for the review of management and service contracts in order to optimize the District's interests.

Organize and administer the payment of Physician subsidies as determined by the contractual arrangement.

* Administration and review of the payment schedules for the District's construction projects in order to ensure timely and accurate payments.
