THRIVE Guide - ROSS (Resident Opportunity and Self Sufficiency) Coordinator.
SUMMARY
This position is primarily responsible for coordinating or providing support and services to low income families and individuals residing in low income housing operated by the Community Home Partners' Public Housing & Section 8 Program. Develops implements and manages youth services, elderly/disabled services and tenant services. The Thrive Guide will build relationships with residents, enroll them in the program and serve as the connection to support services needed.
ESSENTIAL FUNCTIONS OF THE POSITION

Counsels and coordinates resident's needs with local social services agencies.
Recruits new applicants for resident services programs; interviews applicants and provides information.
Performs individual and family needs assessments to set goals and determine potential obstacles in achieving an independent lifestyle.
Develops custom tailored programs with action items and timetables which, when properly implemented, will help families to live a more manageable life.
Performs new assessments and reassessments for participants in resident services programs.
Plans and coordinates activities for program participants such as training programs, GED classes, financial independence, etc.
Provides administrative oversight over resident services volunteers.
Refers participants to appropriate social service agencies as necessary.
Acts as liaison between program participants and various community resources.
Creates and maintains case files on all resident services program participants.
Maintains a working relationship with local social service agencies.
Maintains a working relationship with resident organizations; works closely with the Resident Advisory Board
Develops and maintains working relationships with other authority staff members, external community agencies and resident groups.
Develops and submits required program reports
Assists the Operations Manager with identifying and preparing grants and other funding sources for resident programs, including ROSS grants.
Attends training and certification programs as instructed by the Operations Manager; obtains and maintains required certifications.
Cross-trains with other authority jobs and provides back up as instructed by the Operations Manager.
Performs other duties as assigned.

EDUCATION AND/OR EXPERIENCE
Education, Training, and /or Experience:
Graduation from an accredited college or university with a degree in sociology, psychology, education, or related field; and,
At least two years of experience as an FSS Coordinator, Resident Services Coordinator, social worker or counselor.
Any equivalent combination of education and experience to meet the required knowledge, skills, and abilities.
License and Special Requirements:
Possession of a valid driver's license.
Ability to be covered under the CHP vehicle insurance policy.
Ability to be covered under the CHP fidelity bond.
Must be willing and able to provide emergency coverage after hours and to carry a cell phone.
Certified to conduct HQS/UPCS Inspections within six (6) months of hire date.
QUALIFICATIONS
Employee demonstrates the ability to complete and/or knowledge of the following:
Belief in and passion about serving Rock Island and Quad Cities community with CHP's mission and values: to support families by providing them with more housing choices and control over where they live and by promoting neighborhood revitalization that uplifts our community.* Knowledge of the general operations and procedures of a Public Housing Agency and the Public Housing and Section 8 programs.
Knowledge of the principles and practices of organization and management and their application to the administration of rental housing.
Ability to build strong relationships with people and organizations.
A community involved individual who has knowledge of and relationships with the organizations and programs of other community agencies and groups that can assist and provide support for the health, welfare, and recreational needs of the residents.
Ability to interact tactfully and effectively with the general public and civic and community organizations.
Ability to establish and promote effective working relationships with other Authority employees, residents, representatives from social agencies and community groups, and the general public.
Ability to prepare clear and concise reports.
Skill in interviewing and counseling residents.
Project management skills.
Ability to maintain complex records and to prepare clear and concise reports.
Ability to communicate clearly and concisely, both orally and in writing.
Proficient in Microsoft Office software.
