To manage, supervise and coordinate the programs and activities of the Capitoline Center within the Department of Recreation and Parks.



STARTING SALARY HIRING RANGE:



$36.49 - $39.90



$75,903 - $82,900





CLASS DESCRIPTION:

Performs intermediate professional level recreation services work, which may include supervision, under general supervision from an administrative or technical superior. Work includes the management and supervision of recreation and parks programs, classes and events, and can also include the management of large facilities. This oversight can be in a functional area of expertise, facility or geographic area. Serves as Department liaison with community groups; partnerships, grants and sponsors; coordinating activities of contingent staff, contractors and volunteers; supervising lower level full-time and highly specialized part-time staff; and preparing computerized payroll and comprehensive program, brochure and promotional data and planning reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Works and cooperates with co-workers and supervisors at all levels. Learns and performs all essential job functions accurately. Oversee the management and operation of a regional cultural center. Coordination of building scheduling with Department program staff, Howard County Arts Council staff, Asian American and Pacific Islander Commission (AAPI) staff, and other user groups. Coordination with the Bureau of Parks and Department of Facilities for scheduled and unscheduled maintenance. Supervision of full-time and contingent staff. Recruits, selects, trains, and evaluates contingent and benefited staff. Plans, schedules, and assigns work. Conducts performance appraisals for benefited staff. Facilitate ongoing cooperation and coordination with the Howard County Arts Council and AAPI, and liaison work with the local community. Some evening and weekend work is required. Manages the daily operation of the cultural center. Initiates and reviews inspection reports for facility maintenance. Works towards ensuring the safety and security of patrons and staff. Completes, reviews and submits incident, injury, accident, or other related reports to the Community Recreation Division Superintendent. Manages maintenance and repair issues with the appropriate contractor and communicates with Department program staff. Manages and coordinates operating budget. Completes fiscal and financial reports as required. Ensures staff compliance with Department and County policies for cost accounting, PDQ card, petty cash, and purchasing. Works with Department of Recreation and Parks Marketing Team, the Howard County Arts Council and AAPI, and the Public Information Office to develop marketing strategies for programs, events, and rentals. Coordinates and submits information for the Department's seasonal brochure. Prepares and submits Public Service Announcements. Coordinates all rentals and other agencies use of the building. Resolves all schedule conflicts. Maintains an active, working knowledge of recreation programs, trends, and needs. Some evening and weekend work is required. This position may be deemed as essential in an emergency at the discretion of the director. Responsible for identifying and applying good sustainability practices into all aspects of Department operations.

SUPERVISORY RESPONSIBILITIES:



Directly supervises one (1) to three (3) supervisory and/or non-supervisory full-time and 20+ contingent employees in the Department of Recreation and Parks. Manages 20+ service provider contracts on an annual basis. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees, addressing complaints and resolving problems.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

Bachelor's degree and two (2) years related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of common recreational and social needs of the senior population. Considerable knowledge of the equipment, facilities, operations, and techniques used in a comprehensive community recreation program. Proficiency in Microsoft Office applications (Word, Access, PowerPoint, Excel). Experience with an automated registration and membership system. Certified Park and Recreation Professional (CPRP) preferred.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS:



Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.

REASONING ABILITY:



Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
