The City of Cedar Rapids is seeking a qualified and experienced Capital Improvement Engineering Manager to oversee the planning, development, and administration of the City's Capital Improvement Program. This position provides leadership in managing complex public infrastructure projects, coordinating with internal departments and external agencies, and ensuring adherence to applicable standards, policies, and funding requirements.

About this Opportunity



Plans, develops, supervises, evaluates, and oversees the Engineering Divisions Capital Improvement Program (CIP) Coordinates with City departments and other governmental agencies regarding projects, programs, policies, and funding.

Position Functions

Job Duties and Responsibilities





Oversees Capital Improvement Program projects and budgets Coordinates CIP projects with other City departments and serves as the department's liaison to respond to media contacts concerning CIP projects Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations Serves on district committee for the Statewide Urban Design and Specifications (SUDAS) organization Serves on the Transportation Technical Advisory Committee (TTAC) for the Corridor Metropolitan Planning Organization. Suggests and assists in improving the quality of consultant professional services. Develops process improvements Develops and delivers presentations to City Council, neighborhood associations, business interests, and general public Programs and budgets projects in Public Works' 5-year Capital Improvement Program Manages and coordinates public outreach efforts on CIP projects during design and construction. Responds to citizens' questions and comments in a courteous and timely manner Performs related work as required


Qualifications

Required Education and Experience





Bachelor's degree from an accredited college or university in Civil Engineering or a related field and Five (5) to seven (7) years of experience in engineering design and specifications, including engineering project management from project conception through construction completion or An equivalent combination of education and/or experience Excellent written, verbal and interpersonal communication skills Proficiency with Microsoft Office Ability to work collaboratively with diverse populations

Required Licenses or Certifications



Licensed Professional Engineer in the State of Iowa, or ability to obtain within 6 months if licensed in another state

Desired Qualifications



Experience with government agency coordination and State and Federal Grant Programs Organizational leadership and management experience

Position Schedule



Monday-Friday, 7:30am-4:30pm
