The Solutions team is responsible for driving the strategic design, development, piloting, and scaling of new solutions for Optum Home & Community. These solutions focus on bringing new, technology-enabled clinical and care management programs to market. The Capability Manager will lead the development of our internal technology platform The Program Hub, focusing on interoperability opportunities across Home & Community business units in support of providing a better patient and provider experience.

The Capability Manager will be responsible for partnering with business and technical leads to understand current clinical and data workflows, identify gaps where technology can be leveraged, and design high-end technology solutions. They will define objectives, establish goal-oriented workgroups, and deliver on technology solutions. And they will partner with the broader organization to communicate progress against those business objectives.

This individual will have a combination of skills including the ability to deliver targets in a matrixed organization; ability to effectively partner through influence; aptitude for clear and proactive communication; and strong organizational skills. The Capability Manager will have a foundational knowledge of IT with a business mindset to effectively liaison between Technology teams and the Solutions group. The Capability Manager will be an individual contributor on the Solutions team and will directly work with large, cross-functional teams across multiple internal functions.

Primary responsibilities:
  • Partnering closely with product and functional leaders, translating business strategy and objectives into technical requirements
  • Managing the data interoperability intake, backlog, and prioritization process
  • Communicating across all stakeholders and business leaders to drive effective and timely decisions
  • Managing multiple Program Hub implementation workstreams, from ideation to design, development, and management
  • Leading implementation teams to ensure workstreams are on target to deliver against goals and timelines
  • Creating consistency in our implementation process by developing standards, documenting processes, and establishing timelines
  • Managing the Program Hub roadmap
  • Refining and driving new platform features
  • Defining and delivering user reporting
  • Establishing effective collaborative relationships with internal partners
  • Providing a consistent interface between functional partners (e.g. product, clinical, tech, legal, etc.) and Solutions team to ensure repeatable processes and balanced resource demands across all stakeholders

  • 5+ years of experience in Product Development or technology Implementations
  • 3+ years of experience in successfully managing the product lifecycle of a business-enabling technology/ capability
  • Experience defining and developing integrated data flows with the ability to communicate and mitigate any corresponding impact to the business
  • Experience driving cost-benefit value analysis for features/ use cases in backlog
  • Project management experience and ability to lead multiple implementations / development related to projects
  • Skilled with Lucid and/or Visio and MS PowerPoint
  • Demonstrated ability to understand and translate business strategy-oriented objectives into detailed operational workflow approaches and thinking

Preferred Qualifications:
  • Experience / interest in working with building, testing, deploying RESTful API\xe2\x80\x99s using JSON structures as well as message bus integration using asynchronous processing
  • Experience and understanding of internal operations at Optum
  • Aptitude for execution, with demonstrated experience implementing new capabilities through a matrixed and complex organization delivering on requirements and target timelines
  • Proven extremely collaborative with effective, proactive problem-solving skills
  • Proven excellent written and verbal communication skills
  • Proven excellent organizational skills

Pay is based on several factors including but not limited to education, work experience, certifications, etc. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
