The Office of the Child Advocate (OCA) is an agency within the judicial branch, charged with safeguarding the welfare of Delaware's children. It accomplishes this mission through advocacy, education, collaboration and evaluation with a vision of safe and resilient children with supportive families. OCA's Policy and Training Division, within which the CAN Program Coordinator position is housed, furthers OCA's goals to:
Provide a voice for children to achieve permanency and justice, and to improve laws and policies that affect children and their families.
Foster a communicative multi-disciplinary team that builds trust and respect amongst members with a shared goal of improving outcomes for children and families
Ensure accountability by examining child welfare data, laws and policies.
Develop quality training to increase professional expertise and public awareness. Facilitate access to resources and opportunities for youth.
OCA's Policy and Training Division provides intensive reviews of serious child abuse cases, manages youth in transition programs, coordinates child welfare trainings, generates child welfare data, and staffs the Child Protection Accountability Commission (CPAC). The Policy and Training Division is comprised of four program areas or units. Those units are Services for Youth Advancement, Training, Data and the CPAC/Child Abuse and Neglect.
The Casual/Seasonal CAN Program Coordinator position is housed in the CPAC/Child Abuse and Neglect (CAN) Unit but also supports Legal Services. The CPAC/Child Abuse and Neglect (CAN) Unit is responsible for investigating and coordinating the review of child deaths and near deaths as a result of child abuse and neglect as well as providing supports to carry out the mission of the Child Protection Accountability Commission (CPAC). The Program Coordinator attends the monthly death and near death review meetings conducted by the multidisciplinary panel and staffs the panel. Additionally, the Program Coordinator supports the Legal Services Division by providing social work support to the in-house Child Attorneys and the Chief of Legal Services.
