Duty Station- Olympia, Washington - Thurston County
Hybrid/Telework- This position may include telework options of up to 2 days per week, at the discretion of the hiring manager.
In-Training- This is an in-training opportunity and may be hired as a Budget Analyst 2 or Budget Analyst 3, depending on qualifications.
Salary- Depending on which level you are hired at, your salary range will be as follows:
Budget Analyst 2: $4,542.00 - $6,107.00 monthly
Budget Analyst 3: $5,011.00 - $6,735.00 monthly

Savvy about budgets? Join our team as a Budget Analyst 3 for the Business Services Program (BSP), where you'll lead budget development, analysis, and forecasting to support informed decision-making and fiscal responsibility.
As the primary liaison to the Information Technology (IT) and Financial Services Program (FSP) teams, you'll serve as a subject matter expert on budget management and support the development of fiscal notes, decision packages, and cost allocation analysis for the agency.
Your work here will directly inform agency operations and strategic planning through data-driven insights and recommendations.
Play a key role in driving greater efficiency, accountability, and exceptional customer service across the organization.
What to Expect-
Among the varied range of responsibilities held within this role, the Business Services Program Budget Analyst will,
Budget Management:

• Build spending plans and balance allotments to control numbers.
• Prepare and present complex caseload and/or expenditure forecasts for budget and other management purposes.
• Prepare and analyze reports, provide findings, conclusions, and recommendations for improvement of program and agency operations.
• Communicate budget decisions and provide follow-up service to ensure accountability for executive decisions.
• Manage, review, and update the Chart of Accounts as required.

Program-to-Agency Liaison:

• Act as a conduit of information between Information Technology (IT) and Financial Services Program (FSP) appointing authorities, senior managers, and agency staff.
• Report status of budget, expenditures, and performance standards as required/requested.
• Serve as the "go to" expert for all Business Services Program (BSP) receivable and payable contracts and grants.

Fiscal Notes and Decision Packages:

• Support the fiscal note and decision package process for FSP and IT, ensuring timely submittal and shared understanding.

WORKING CONDITIONS:
Work Setting, including hazards:
Duties are performed in an office setting with at least a 60% in-person requirement through the probationary period.
Schedule:
Standard 40-hour work week. May be required to occasionally work more than 40 hours per week to meet deadlines during peak periods, particularly during budget development.
Travel Requirements:
Occasional travel to work sites or trainings and may be required to stay overnight.
Tools and Equipment:
Computer hardware and software.
Customer Interactions:
Interact with various internal agency staff.
QUALIFICATIONS:
This Budget Analyst 3 series provides mentoring and career development opportunities for candidates with limited budget experience.
A candidate will be hired as a Budget Analyst 2 or 3, dependent on skills and experience.
Required Qualifications for the Budget Analyst 2:
Option 1: Three (3) years of professional experience in accounting, budget, finance, or public administration.
Option 2: Six (6) months of professional experience as a Budget Analyst 1.

• A bachelor's degree in a related field may replace two (2) years of experience.
• A technical degree, vocational education, or an associate's degree in business, accounting, or budget may replace one (1) year of experience.

Required Qualifications for the Budget Analyst 3 (Goal Class):
Option 1: Four (4) years of professional experience in accounting, budget, finance, or public administration.
Option 2: Six (6) months of professional experience as a Budget Analyst 2.

Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

• A Master's degree involving major study in business, public administration, accounting, economics, statistics, or closely allied field.
• A degree in business, public administration, economics, accounting, or statistics.

Skills:

• Strong communication and interpersonal skills.
• Team leadership for multidisciplinary project teams.
• Critical thinking, complex analysis, and problem-solving skills.

Experience:

• Working in a fiscal or budget office.
• Using the Contract and Purchasing System (CAPS) Financial and Novatus.
• Creating spreadsheets, importing data from other sources, and creating tables and graphs from spreadsheet data.
• Consistently following applicable budget guidelines, WDFW policies, state and federal regulations, principles and standards.
• Conducting sound and detailed analyses from both an operational and a fiscal perspective.
• Practicing collaborative problem solving, maintaining open communication among staff, and allowing flexibility for creative and innovative input from others.
• Communicating complex budget issues orally and in writing to a variety of audiences and provide training and guidance on these issues.
• Prioritizing workload to meet critical deadlines, and to work well independently and on teams.

Knowledge of:

• Budget and business management practices.
• Budgeting and accounting practices based on education and practical experience.
• Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations.
• Basic budget development and of legislative processes and practices, including the fiscal note process.
• Effective communication with external/internal stakeholders in a regulatory environment.
• State financial systems, including Agency Financial Reporting System (AFRS), Agency Budget System (ABS), The Allotment System (TALS), Salary Projection System (SPS), Enterprise Reporting, and Web Intelligence.
• Microsoft Excel and Word, with proven ability to use other financial software programs.
