The New Mexico Department of Transportation (NMDOT) is responsible for providing safe, efficient, and reliable transportation systems across the state, including highways, bridges, transit, and aviation. The Infrastructure Division supports this mission by overseeing engineering operations, project delivery, and statewide coordination related to right of way, utilities, construction programs, and transportation infrastructure planning. The division works closely with regions, districts, and external partners to ensure projects are delivered efficiently, in compliance with state and federal requirements, and in support of New Mexicos long-term transportation needs.



As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrate leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.

Why does the job exist?



This position exists to provide leadership, oversight, and coordination of administrative, financial, and operational functions within the Infrastructure Division. It ensures that finance, procurement, human resources, contracts, and asset management are effectively managed across multiple engineering units. The role serves as a liaison between executive leadership, division staff, regions, contractors, and the Federal Highway Administration (FHWA) to ensure compliance with policies, accurate reporting, and timely resolution of operational needs. Additionally, the position supervises staff, manages division-wide programs such as the Engineer Licensure Program (ELP) and internships, and maintains record keeping and process documentation to support audits, performance evaluations, and federal compliance requirements. This ensures continuity, efficiency, and effective administration of the divisions complex operations.

How does it get done?



The primary responsibilities of this position will include:



Division Liaison: Serve as the primary point of contact between executive leadership, division staff, regions, contractors, and FHWA, ensuring clear communication and alignment with policies and objectives. Financial Management: Analyze and reconcile budgets, monitor expenditures, oversee procurement and accounts payable, and ensure fiscal compliance across multiple engineering units. Human Resources Oversight: Manage hiring processes, advertising tracking, interview coordination, employee onboarding, and equitable hiring practices in collaboration with HR. Contract Administration: Oversee and audit professional service contracts to ensure compliance with state and federal regulations, fiscal integrity, and timely completion of deliverables. Program and Staff Management: Supervise five (5) administrative staff and lead division-wide programs, including the Engineer Licensure Program (ELP) and internship program, supporting staff development and workflow efficiency. Operational Coordination: Collaborate with management and the Chief Engineer on daily operations, addressing divisional needs and resolving issues efficiently. Record keeping and Compliance: Maintain accurate records, prepare documentation, and support audits and performance evaluations to meet state and federal requirements.

Minimum Qualification



Associate Degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements



Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions



The position is primarily office-based, with standard business hours in a professional work environment. The employee may occasionally be required to attend meetings or training sessions at regional offices, construction sites, or other NMDOT facilities. The role involves regular interaction with division staff, executive leadership, contractors, and federal partners, requiring strong communication and collaboration skills.



The work involves extensive use of computers and office equipment for financial analysis, record keeping, report preparation, and program management. While the job is primarily sedentary, it may require occasional lifting of office materials and supplies. The position carries responsibility for meeting deadlines, managing multiple priorities, and ensuring compliance with state and federal policies, which can occasionally result in periods of increased workload or time-sensitive tasks.
