Description of Work
***This position is open ONLY to current North Carolina Department of Agriculture & Consumer Services permanent and temporary employees or former Department of Agriculture & Consumer Service eligible for RIF priority reemployment consideration as described by GS 126. ***

The Budget and Purchasing section is a unit of the Marketing Division. It exists to support the Marketing Division staff regarding all matters with the certified budget and purchasing. The Business Officer position supervises purchasing, p-card usage, and budget management. This position works closely with the Director, Assistant Directors, Farmers Markets and Ag Center managers to help manage their budgets and provide needed budget information, statistics, and analysis. The incumbent is responsible for supervising one full-time position, Accounting Technician II.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of the principles and practices of public and business administration.
  • Ability to conduct financial management responsibilities in an organization funded by a variety of dynamic and multi-dimensional funding sources (multiple grants, receipts, appropriations, etc.)
  • Knowledge of applicable accounting and budgeting practices and procedures.
  • Ability to independently manage a variety of business functions with dynamic funding sources, programs, and/or services.
  • Ability to perform budget analyses and conduct budgetary forecasting in a financial environment.
  • Knowledge of personnel policies and procedures.
  • Ability to establish and maintain effective working relationships with agency personnel, officials, and the public.
  • Ability to communicate professionally in both oral and written form.

Minimum Education and Experience Requirements
You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.

Bachelor\'s degree in accounting, business, finance or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one years of which should be in a supervisory role, or an equivalent combination of training and experience.
