240-day contract. While most job responsibilities are during the day, some night activities, such as attendance at school board meetings, are required.

POSITION SUMMARY



The Business Manager is responsible for all operations in the district Business Office.

ESSENTIAL FUNCTIONS



Direct all financial accounting systems and functions. Ensure full compliance at all times with state financial systems procedures and coding requirements in the operation of the District accounting systems and activities. Ensure full compliance at all times with all federal, state, local, and district laws, rules, guidelines, and policies/procedures in the areas of financial management, accounting, and internal controls. Oversee all deposits, in the manner prescribed by law, of all money received by the schools. Provide all necessary financial information for the preparation of the annual budget. Administer the annual budget as approved by the superintendent and the school board. Provide periodic budget performance reports to district administrators, principals, and department heads to aid in budget management at the school and department level. Keep the superintendent informed on all business affairs of the school district and recommend changes and improvements which need to be made. Prepare monthly financial statements for the superintendent and the school board. Supervise the financial operation of the district including, but not limited to, salaries, operations, issuance of bonded debt, debt service, capital outlay, federal funds, food service funds, grants funds, and activity and athletic funds. Recommend all personnel needed to perform the functions of the Business Office. Supervise the maintenance of all records concerning employee leave accumulation and usage. Conduct annual performance evaluations of all Business Office personnel. Monitor financial procedures and activity of outside support organizations affiliated with the district. Provide at least minimal levels of training in financial policies and practices for appropriate district personnel as needed. Verify specific employee compensation rates and supervise the preparation of annual employment contracts and contract addendums as required. Ensure compliance with all financial reporting requirements. Prepare and submit periodic reports to IRS, Dept. of Finance and Administration, AR Department of Education, Arkansas Teacher Retirement System, and other agencies as required. Serve as district financial coordinator for E-Finance and maintain appropriate certifications as required. Verify the balancing and distribution of annual W-2's to district employees and file subsequent required reports to the IRS and the Social Security Administration. Supervise the preparation and submission of monthly use tax reports. Attend and represent the district at community, state, and professional meetings as assigned. Prepare and submit facilities reimbursement claims to the state. Conduct fiscal year end processing and reporting. Report to the proper authorities any cases of suspected child endangerment, neglect, or abuse. Report suspected bullying to building principal or designee as required by Arkansas law and district policies. Adhere to all policies of the District. Perform other duties as assigned by the Superintendent.

SKILLS & ABILITIES



Education:



Bachelor's Degree (four year college or technical school) Required, Field of Study: Accounting or Business Administration

Master's Degree Preferred, Field of Study: Accounting or Business Administration

Experience:



Experience in accounting with experience as a school business manager preferred.

Computer Skills:



Shall be able to demonstrate an acceptable level of proficiency with computers and programs associated with the position.

Certifications & Licenses:



Certification as a Certified Public Accountant (CPA) preferred. Certification from Certified Arkansas School Business Official (CASBO) preferred.
