ABOUT THE POSITION

BUILDING INSPECTOR

MONTHLY SALARY: $5,717 - $7,459

PLUS AN EXCELLENT BENEFITS PACKAGE

THIS RECRUITMENT IS TO FILL A FULL-TIME VACANCIES IN THE AND TO ESTABLISH AN ELIGIBILITY LIST TO BE USED FOR FUTURE VACANCIES. The examination process will consist of a competitive evaluation of qualifications based on a review of the Application and Supplemental Questionnaire; therefore, it is to your advantage to provide as much detailed and relevant work experience. SUMMARY: Under basic supervision, examines, reviews, and performs field inspections of residential, commercial, and industrial buildings and structures to ensure compliance with building code regulations, local ordinances, and state laws; reviews and interprets plans and specifications; and performs other related duties as assigned.

PRIMARY DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS: As defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Review, prioritize, route and schedule daily inspection assignments; confirm inspection time with property owners, contractors, developers, and others; review available plans and other documents for inspections to be performed.
  • Make field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling to assure compliance with applicable codes and regulations of City, County, State, and Federal agencies.
  • Investigates and resolves building and municipal code violations and complaints.
  • Issues correction notices, writes notice of violation of substandard condition letters to property owners or contractors and recommends prosecution actions in serious situations involving non-compliance; issues citations and posts \xe2\x80\x9cstop work\xe2\x80\x9d notices; prepares reports of findings.
  • Participates in staff and administrative meetings related to inspection activities, coordinates completion of inspections and records with Permit Technician.
  • Maintains inspection records and documentation on an automated database.
  • Assists in the preparation of new regulations; recommends revisions of existing regulations.
  • Performs occupancy, zoning, land use, and code enforcement inspections; issues compliance orders and/or citations; prepares case logs; serves as a witness regarding appeals to enforcement cases.
  • Investigates and responds to public complaints regarding building code construction; determines the existence and type of code violations maintains accurate records of complaints, inspections, violations, and citations; and tracks and documents procedures including daily inspection logs.
  • Answers inquiries and explains building, electrical, plumbing, mechanical, and zoning restrictions, requirements, and any necessary corrective measures for building and safety violations; advised and interprets codes to homeowners, business owners, contractors, and the public; and coordinates inspections activities and the construction progress with other City departments and outside agencies as needed.
  • Supports the relationship between the City of Rosemead and the constituent population by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains absolute confidentiality of work-related issues, client records, and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS

Education, Training, and Experience Guidelines:

High School Diploma or GED equivalent, preferably supplemented by vocational/college coursework related to architecture, engineering, construction, or related field. One (1) year of experience performing building inspections with for a public agency.

Knowledge of:
  • City organization, operations, policies, and procedures.
  • Methods, techniques, and materials used in the design and construction of residential, industrial, and commercial structures.
  • Building codes.
  • General provisions of housing and building, codes and regulations.
  • Customer service standards and protocols.
  • ADA requirements.
Skill in:
  • Following verbal and written instructions and procedures.
  • Communicating effectively verbally and in writing.
  • Dealing tactfully and courteously with the public.
  • Maintenance of all public records for public examination.
  • Interpreting technical building codes and ordinances.
License and Certification Requirements:

Must possess a valid California Class C Driver\'s License and a satisfactory driving record. Certification from the International Code Council as a Building Inspector in compliance with Health and Safety Code (HSC) Sections 18949.25 through 18949.31.

Physical Demands and Working Environment:

Work is performed in an outdoor work environment. May be exposed to dangerous machinery, extreme weather conditions and hazardous chemicals. May be required to climb ladders, work within confined spaces and/or trenches. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours; employees are required to assume duties of a disaster worker in the event of a locally declared emergency.
