About the position:

This is a high-level Budget Management staff work position that provides support to the Associate Director in the Administrative Services Division for Budget and Procurement.

The incumbent will have responsibility for coordinating budget matters and procurement actions for the Department of Permitting, Inspections, and Enforcement. The employee assists in the execution of budgetary management functions in carrying out the goals and objectives of the Department. This employee is also responsible for processing procurements in accordance with federal, state, and local legislation.

What You\'ll Do:
Budget Preparation and Control

  • Assists with the formulation, submission, and execution of the Department\'s Compensation, Fringe, Operating, and Recoveries budgets.
  • Experience with using SAP, Business Intelligence, SPEED, and MS Excel.
  • Participates in the development of budgetary financial reports.
  • Ensures all procurement requisitions and documents are in accordance with procurement laws and regulations.
  • Ensures that recoveries are accurate and processed monthly.
  • Project expenditures, utilizing financial reports and historical data to identify potentially problematic areas.
  • Analyzes projected over-expenditures and proposes solutions.
  • Develops and implements complex management and budgetary reporting systems to track and monitor expenditures.
  • Prepares financial and analytical reports, spreadsheets, and charts within prescribed deadlines.
  • Serves as the liaison between Divisions and Office of Management and Budget, Office of Finance, and Office of Central Services.
Procurement Processing
  • Processes purchase requests received in Administrative Services within 24 hours of receipt.
  • Works closely with Divisions to ensure shopping cart requests are processed in a timely fashion in SAP and receive the appropriate approvals.
  • Point of contact for \xe2\x80\x9cShoppers\xe2\x80\x9d and provides internal SAP Procurement training to \xe2\x80\x9cShoppers\xe2\x80\x9d bi-annually to ensure the Department\'s needs are met.
  • Monitors and manages the Purchasing Card program for the Department, when applicable. - Handles routine administrative and budgetary matters directly
  • Serves as the Travel Coordinator for the Department and is knowledgeable regarding the rules and regulations of County training and travel policies.
  • Participates as a critical/essential employee in emergency or special activities as assigned.
  • Willingly and cooperatively performs tasks and duties that may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee\'s class of work.
Qualifications

What You\'ll Need:
Bachelor\'s degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or a closely related field; plus two (2) years of progressively responsible administrative and budgeting experience; or an equivalent combination of education and experience.

Preferred Qualifications:
  • Minimum of four (4) years of progressive experience in financial/budgetary accounting and reporting experience.
  • Comprehensive experience identifying, synthesizing, and evaluating complex budget-related issues and assignments, bringing together information from a variety of sources, and selecting appropriate analytical approaches.
  • Strong ability to handle competing priorities and meet deadlines.
  • Strong written and verbal communication skills, the ability to analyze and interpret detailed budgetary and financial reports and the capability to develop, implement, and maintain extensive reporting systems are also preferred.
  • Fluency with SAP
Additional Information

Incumbents may be considered ESSENTIAL employees and are required to work during emergency situations, including inclement weather, natural and man-made disasters, etc., and conform/perform according to Department/Agency policy/procedure.

CONDITIONS OF EMPLOYMENT: Upon selection, the candidate must:
  • Meet all training and performance standards and demonstrate proficiency as required by the agency.
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties.
  • Participate as an "Essential" employee in the department\'s snow and ice control program and other emergency or special activities as assigned.
DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
