FULL SALARY RANGE: $2,219.47 - $3,218.40 Biweekly

The purpose of this position is to perform complex financial analysis and assist with the City\'s annual budget preparation. Job duties include collecting and reviewing data and preparing reports related to various funds and economic development incentives. In addition, this position assists the Budget Manager with the annual budget process, long-range forecasts, variance analysis, research, payroll budgets, and other duties as assigned. Other duties may include making presentations, performing administrative duties, and interfacing with City employees and citizens. This position may provide direction to other employees.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
  • Performs financial analysis, accounting functions and long-range forecasting by completing, updating and maintaining forecasts for all operating funds; conducting variance, fund, sales tax, tax increment financing agreements, and economic development incentive analyses; conducting research on pending legislation and current law, sales tax detail, and budgets; projecting salaries, benefits and various fund revenues. Monitors approved revenue and expenditure budgets, prepares financial reports and audit work papers.
  • Assists the Budget Officer and financial management with the City budget process which includes the submission and implementation of departmental and fund budgets, by updating files; preparing data for various committees and for budget kickoff; reviewing department budget submissions, and working with departments to make changes and corrections; entering new cost requests as they are approved; preparing various fund budgets, and publishing the Annual Budget document.
  • Develop an expertise in the financial applications to ensure departments are knowledgeable of the budget process by conducting periodic group or one-on-one training, researching and answering questions, and reviewing purchase requisitions for budgetary compliance and impact.
  • Review legislation that has a potential impact upon the financial status of the City; including property and sales taxes, franchise fees, truth in taxation, court fees, other major revenue sources for the City, and any major expenditure impacts that may affect the City.
Job Requirements

Education & Experience
Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:
  • Bachelor\'s degree plus two (2) years of relevant finance work experience; previous municipality experience preferred
Other combinations of education and experience may be considered.

Certifications and Other Requirements
Advanced skills in Microsoft Excel, especially in pivot tables and data management. Proficiency in Word, PowerPoint, and Adobe Acrobat Professional.

Overall Physical Strength Demands
Sedentary - Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

Supplemental Information

Reading
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math
Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Writing
Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Managerial
Receives general directions. The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. Performance is reviewed periodically.

Budget Responsibility
Does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget revenues and expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects, or small organizational units).

Supervisory / Organizational Control
Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.

Complexity
Work is governed by broad instructions, objectives and policies. Requires the exercise of considerable initiative and independent analytical and evaluative judgment.

Interpersonal / Human Relations Skills
