Senior Proposal Writer Position Summary:
We are seeking an experienced Proposals Manager to lead Chetu's RFP sourcing and bid response function. This role is responsible for identifying and qualifying opportunities, owning the end-to-end proposal process, writing proposals, coaching and developing the team, and implementing best practices to improve win rates. The ideal candidate combines strategic thinking, strong para-legal understanding, and operational excellence to deliver high-quality, compliant, and compelling proposals that drive revenue growth.
Bid Manager Responsibilities Include:
RFP Sourcing & Qualification
: Hunt, track, and qualify RFPs/RFIs/RFQs across federal, state, local, and commercial platforms; align opportunities with business strategy.
Proposal Ownership
: Take full accountability for the quality, accuracy, and persuasiveness of submitted proposals, ensuring timely delivery and compliance.
Process Improvement
: Establish, refine, and scale proposal management processes, templates, and compliance checklists to improve speed, quality, and win rate.
Structured Reviews
: Lead the Shipley Pink/Red/Gold review stages to ensure proposals are customer-focused, competitive, and evaluation-ready.
Team Coaching & Development
: Mentor and guide proposal writers, coordinators, and contributors to raise quality and efficiency across the team.
Win Strategy Development
: Define win themes and differentiators; collaborate with sales, delivery, finance, and legal teams to craft compelling solutions and pricing strategies.
Para-Legal Review & Compliance
: Interpret and analyze RFP terms, conditions, and evaluation criteria; work with legal and business stakeholders to mitigate risks and ensure submissions meet contractual and regulatory requirements.
Analytics & Feedback
: Track bid performance, conduct win/loss analysis, and apply lessons learned to continuously improve future submissions.
Vendor & Market Readiness
: Manage vendor registrations, compliance certifications, and prequalification efforts to expand market reach
Qualifications:
8+ years of proposal/bid management experience within IT services or consulting.
Proven record of improving proposal win rates through process optimization and team coaching.
Strong knowledge of procurement processes across Federal, SLED, MSP/VMS, and commercial domains.
Working knowledge of RFP legal/para-legal terms, compliance criteria, and contractual language.
Expertise in Shipley methodology or equivalent structured proposal frameworks.
Exceptional writing, communication, and storytelling skills.
Demonstrated leadership of cross-functional teams under tight deadlines.
Experience using AI-based platforms or automation tools (e.g., ChatGPT, Jasper, Salesforce Einstein, HubSpot AI, LinkedIn Campaign Manager AI, or HRIS with AI capabilities).
Ability to integrate AI insights into daily operations to improve performance, reporting, and strategic outcomes.
Leverage AI-driven tools and platforms to enhance efficiency, optimize workflows, and improve decision-making within the department.
Stay current with AI trends and innovations relevant to the role (e.g., marketing automation, CRM optimization, human capital analytics).
Skilled and experienced in drafting presentation styled proposals for private sector RFPs
Experience using AI-based platforms or automation tools (e.g., ChatGPT, Jasper, Salesforce Einstein, HubSpot AI, LinkedIn Campaign Manager AI, or HRIS with AI capabilities).
Ability to integrate AI insights into daily operations to improve performance, reporting, and strategic outcomes.
