Blue Cross and Blue Shield of Kansas is looking to add to our Finance and has an opportunity for an Associate Vice President (AVP) Affordability. This position will define and manage a solution-based portfolio to realize competitive savings improvements. Specific affordability levers may report directly to the AVP of Affordability, like risk adjustment, payment integrity, and sourcing, procurement, and vendor management. This role is critical to fostering relationships, driving overall performance, leading strategic planning, managing operations through a matrix team, and leading strategic initiatives that will focus on continuous cost improvement.

What you'll doProvide leadership and is accountable for overall execution and program management of Affordability strategies and performance at the health plan level through multiple layers of management and senior level professional staff
Provide fiscal oversight and accountability for affordability programs and initiatives, ensuring alignment with enterprise financial objectives.
Impact of work is most often centered on large, complex health plans, and is responsible for the total affordability strategy and agenda. Complexities include size of membership, amount of revenue and internal operating income, size of geographic coverage, number of health plans in the market and regulatory environment
Direct others through matrix leadership to resolve highly complex business variables that affect affordability strategies. This role is 80% strategy and 20% execution, either alone or most often through others
Ensure compliance with corporate policies, regulatory requirements, and information security standards.
Develop multi-year affordability roadmaps and operating plans to deliver enterprise performance outcomes.
Achieve or exceed health care affordability initiatives and cost savings targets
Work with cross-functional teams to establish strategies to achieve medical and administrative expense cost savings targets set by the leadership team
Leverage the matrix functional areas spanning ideation, analytics, and project management to ensure rigorous management of cost savings projects
Provide leadership with directly-reporting functions and matrix leadership with indirect reports (e.g., leads of Medical Affairs, Provider Network Solutions, etc.)
Drive clear, concise lines of communication with all matrix partners to ensure efficient and effective implementation of strategic priorities, including explanation of affordability results
Responsible for significant contributions to ideation and pipeline development through rigorous evaluation of underlying medical and administrative expense spend, emerging trends, and costs
Lead and/or participate in all cost and trend reviews to assist with the identification of affordability needs and opportunities
What you needBachelor's degree required.
10+ years progressive experience.
5+ years of people-leadership experience, including direct supervision, mentoring, or leading teams through project management
Knowledge/Skills/Abilities:Proven leadership skills are required
Well-developed interpersonal skills used to influence the behavior of others across a highly-matrixed organization is preferred
Demonstrated ability to deliver measurable outcomes under complex conditions.
Must be able to excel with change management and collaboration

Must have strong decision-making, analytical, and creative thinking skills
Must have a high level of professionalism, self-motivation, and sense of urgency

Proficiency in MS Excel, PowerPoint, and Word is required
Expertise in cost improvement methodologies (e.g., Business Process Management, Six Sigma, Total Cost Management).
Ability to lead complex problem-solving in a highly regulated and matrixed environment.
