Job Description



Duties

  • Advises COMPACAF, Vice Commander and staff on international law.
  • Directs and coordinates the collective efforts of a multi-disciplined staff of military attorneys and military paralegals assigned to the Pacific Air Forces Legal Directorate.
  • Advises COMPACAF, Vice Commander and staff on a wide range of administrative law issues pertaining to operations throughout the PACAF area of responsibility.
  • Advises COMPACAF, Vice Commander and staff on intelligence and cyberspace law.

  • Appointee must possess a Juris Doctor degree or equivalent from a law school accredited by the American Bar Association.
  • Appointee must be an active member in good standing of the bar of a U.S. State or Territory.
  • Appointee must comply with all other requirements specified in Air Force Instruction 51-107, Employment of Civilian Attorneys.
  • Appointee must have experience managing a legal office and supervising attorneys and paralegals.
  • Appointee must be able to obtain and maintain a Top Secret/Sensitive Compartment intelligence security clearance as a condition of employment.
  • This is an Air Force Testing Designated Position (TDP). As such, the incumbent is subject to random drug testing and other requirements associated with the program.
  • Work may occasionally require travel away from the normal duty station utilizing any and all modes of transportation, both commercial and military.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • (cont.) Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.

Qualifications


GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position\'s duties and responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of administrative and ethics law, international and military operations law, and intelligence and cyberspace law to advise senior decision makers at Command level.
2. Knowledge of theories, principles, and techniques of legal research, general legal resource materials, and the skill to apply this knowledge.
3. Broad and in-depth knowledge of the organization, mission and functions of Pacific Air Forces Command and Pacific Combatant Command.
4. Skills in applying the law to specific federal situations, resulting in a conclusion, which is legally supportable by statute and /or case law and implementing regulations.
5. Ability to supervise and train subordinates in the research, analysis and evaluation of complex and difficult legal questions that have a substantial impact on Air Force interests.
6. Ability to furnish legal advice on questions related to interpretation of federal and state statutes and judicial decisions, Air Force policy directives and instructions, DoD directives, delegations of authority, and the history and procedures implementing Air Force policy.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
