The Assistant Chief is the Chief of Polices primary officer, providing continuity and high-level management for the entire department. The Assistant Chief of Police will assist the Chief of Police with planning, implementation, evaluation and management of all security and safely aspects of the University. The individual provides administrative, supervisory, and hands-on responsibility for safety and security and will ensure compliance with all applicable federal, state and local laws, rules, regulations and reporting. This position works in collaboration with campus leaders and community law enforcement partners to ensure policy application to higher education principles with a focus on a holistic approach to public safety, student success, wellness and respect for diversity. Work is reviewed by the Chief of Police through regular meetings, reports. and annual performance appraisals. The Assistant Chief of Police will assume command of the Police Department in the absence of the Chief of Police.
Essential Job Duties
Assumes command of the University Police Department in the absence of the Chief, having full responsibility for department operation, administration, and major decisions.
Assists the Chief in providing visionary and ethical leadership to all sworn and non -sworn personnel, ensuring compliance with the department's mission and core values.
Provides direct supervision and mentorship to subordinate command staff (e.g., Commanders, Captains, Lieutenants). This includes overseeing complex personnel matters such as hiring, promotions, performance evaluations, and disciplinary actions.
Assists in the development, review, and implementation of all departmental goals, objectives, policies, procedures, rules, and regulations, ensuring compliance with federal/state laws and university policies (e.g., Clery Act, Title IX).
Participates significantly in the preparation, administration, and monitoring of the departmental budget, including forecasting financial needs for staffing, equipment, and technology
Monitors and evaluates the efficiency and effectiveness of police service methods, recommending appropriate service levels and resource deployment to maximize campus security.
Directs the preparation of special, technical, and administrative reports on police activities for the Chief, University Administration, and external agencies.
Manages the day-to-day operations of assigned divisions, ensuring effective coordination between patrol, communications, investigations, and technical services.
Controls and commands major incidents, emergency management situations, and large university special events. This involves designing and implementing plans for tactical response, incident command (ICS), risk mitigation, and disaster preparedness.
Ensures programs are in place to maximize the security of people and property, including reviewing and directing advanced concepts in campus law enforcement and crime prevention.
Provides executive oversight of the evidence and property management function, ensuring strict compliance with chain of custody protocols, security, and final disposition.
Serves as a key liaison to outside law enforcement agencies (local, county, state, federal) and other campus departments to coordinate security activities.
Represents the Police Department and the Chief at meetings, conferences, and public functions, including serving as an alternate media spokesperson.
Ensures all departmental activities align with university-level and divisional strategic objectives to enhance the student experience and campus image.
Responds to and resolves difficult and sensitive inquiries, conflicts, and complaints from students, faculty, staff, and external constituents.
Directs the application and advancement of community policing and best practices in campus law enforcement to build trust and support the University's mission.
Qualifications (Education, Experience and Specialized Training)
Bachelor's degree in criminal justice or related area from an accredited college or university required
Eight years of certified police experience is required, which includes at least three years of supervision, assessments of training needs, staffing, analyzing the effectiveness of policies/procedures within a policing operation, and investigations
Alabama Peace Officer's Standards and Training (APOST) certification within six months of employment required
Graduate of an executive level Law Enforcement program such as FBI National Academy SLEDS, FLETC. or AACOP Certified Police Chief Program preferred
Valid Alabama driver's license with a good driving record

Knowledge of:Comprehensive knowledge of police administration, including modern methods, practices, procedures, and techniques for patrol, investigations, and community services.
Thorough knowledge of federal, state, and local laws (Criminal Law, Constitutional Law, Criminal Procedure)
In-depth knowledge of the Jeanne Clery Act (crime reporting, Annual Security Reports, Timely Warnings) and its complex application to university geography and personnel.
Thorough knowledge of Title [X regulations concerning sexual assault, domestic violence, and stalking, and the police department's role in the university's response.
Knowledge of FERPA (student privacy laws) and its impact on information sharing.
Advanced knowledge of principles for personnel management, supervision, and leadership, including performance management, coaching, and discipline.
Knowledge of budgeting, fiscal management, and resource allocation within a public safety agency.
Knowledge of emergency management and the Incident Command System (ICS) for planning and controlling major incidents and special events.
Knowledge of Accreditation standards (e.g., CALEA) and best practices for 21st-century policing, including community-oriented policing models.
Skills:Skill in strategic and tactical planning for department operations, special events, and crisis management.
Ability to lead and motivate a diverse staff of sworn officers and civilian personnel, often through subordinate supervisors.
Executive decision-making skill to analyze complex, time-sensitive administrative and operational problems and formulate effective solutions.
Skilled in developing, interpreting, and implementing comprehensive departmental policies and procedures.
Budgetary skills to monitor, approve, and control expenditures and participate in financial forecasting.

Skilled in establishing and maintaining effective working relationships with university departments, external law enforcement partners, and the community.
Ability to:Demonstrate capacity to take full charge of the department in the absence of the Chief, exercising independent judgment and maintaining operational continuity.
Maintain high moral standards, integrity, and emotional stability, especially when overseeing sensitive internal affairs and disciplinary matters.
Analyze and interpret complex legal documents, financial data, and crime trends to evaluate program effectiveness and recommend procedural or organizational changes.
Demonstrate the ability to work successfully within the unique culture of a university, effectively addressing the needs and concerns of students, faculty, and administrators with tact and diplomacy.
Meet the physical standards necessary to perform all duties of a sworn officer, including making forceful arrests, responding to emergencies, and maintaining firearms proficiency.
