We are seeking a detail-oriented and proactive Associate Planner to support a wide range of land-use planning. The ideal candidate will support project development, data analysis, and planning initiatives across various sectors. Summary
Reporting to the Senior Planner of the Development Department, this position performs responsible office and fieldwork involving planning, zoning, and land use. This position provides support to the Senior Planner and in the absence of a Senior Planner conducts Senior Planner duties as assigned by the Director. This position reviews plans and applications for compliance to zoning rules; updates current regulations, including working with consultants, working with public, attending meetings; maintains a data base of zoning activities; provides support to Senior Planner to ensure Planning and Zoning regulations are being updated and enforced in day to day activities.
Responsibilities
Reviews submitted plans for compliance of planning and zoning regulations
Assists the Senior Planner in working with all Planning and Zoning applications per the adopted regulations. Includes: meetings with applicant, meetings with local, state, and federal agencies, site visits, notifications, working with public, staff reports, preparing presentations, packets and all required notifications per zoning regulations and state statutes
Attends monthly Planning & Zoning meetings, prepares packets and minutes for meetings.
Works with other local, state, and federal agencies on planning and zoning projects/concerns
Maintains a database of planning and zoning activities for the Senior Planner and reports data out as needed by Senior Planner to local, state and federal agencies
Researches and compiles all applicable documents on properties
Locates and reads property descriptions using mapping programs such as but not limited to ArcGIS Pro, GEOSMART, EagleView and Google Earth
Advises the public about laws and regulations impacting development and about the federal, state and local permit processes
Maintains an address and road database for unincorporated Natrona County
Uses appropriate computer software in the preparation of presentations, reports, graphics, displays, and maps
Utilizes basic principles of compiling data using geographic information systems (GIS)
Promotes effective communication
Performs other duties as assigned or required
Education, Licensure and Experience
Possess and Maintain a Wyoming driving license and be insurable with Natrona County
Bachelor's Degree in related field and 2 years planning experience; or equivalent combination of educations and experience.
Ability to obtain an AICP Certification on a timeline as agreed with Senior Planner
Two years of GIS experience, preferred.
Skills
Strong knowledge of GIS platforms such as ArcView and ArcGIS; experience with GIS data collection and analysis is preferred.
Familiarity with planning principles, environmental law, contracts, construction processes, and transportation planning.
Excellent project management skills with the ability to coordinate multiple tasks efficiently.
Strong data analysis skills including research methods and data collection techniques.
Effective report writing abilities for technical documents and presentations.
Knowledge of economic development strategies and environmental regulations is a plus.
Ability to work collaboratively within multidisciplinary teams while managing deadlines effectively. This position provides an engaging environment for aspiring planners eager to develop their expertise in development projects while contributing meaningful work that impacts communities positively.
