This role is classified as Exempt and is a Professional II. The hiring range is $ 66,747.38 to $ 83,433.84


Summary of Job



Performs purchasing functions related to buying materials and services required by the Housing Authority of the City and County of Denver (DHA) in accordance with DHA procurement policy and Federal and State regulations. Clarifies user specifications, establishes time frames for advertising and pre-bid/proposal meetings, prepares Requests for Quotes, Request for Proposals and Invitation for Bids; identifies possible vendors/contractors and prepares contracts.



Essential Duties and Responsibilities



Prepares Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Invitations for Bids (IFBs) in accordance with Federal, State, HUD, and DHA purchasing regulations. Reviews purchasing specifications to determine the appropriate method of procurement and conducts vendor outreach to identify qualified suppliers and contractors. Works with vendors/contractors to verify pricing, obtain product or service information, and support competitive procurement. Ensures procurement processes and contract terms comply with nondiscriminatory, non-proprietary requirements and that vendor licensure, insurance, and performance standards are maintained throughout the contract period. Prepares and administers contracts, including specialty and emergency procurements, ensuring all required terms, conditions, and documentation are included. Conducts price and cost analyses for all purchases and maintains required documentation in contract and purchase order files. Evaluates sole-source, professional preference, and other procurement exception requests and recommends approval or denial. Schedules and coordinates solicitation activities including advertising, pre-bid/proposal meetings, and closing dates to meet departmental timelines. Communicates procurement status to end users and vendors and uses vendor databases and other resources to gather relevant information. Creates and issues purchase orders, monitors vendor performance, and expedites orders as needed to ensure timely delivery. Assists departments in developing and refining specifications to ensure accurate requests and promote standardization across DHA. Negotiates with suppliers to obtain the best value for the agency and facilitates timely vendor payment, dispute resolution, and notices of default or termination when necessary. Provides procurement-related training and support to DHA staff and performs other duties as assigned.

Minimum Qualifications



Education:

Bachelor's degree in business administration, public administration, management, or a related field.

Experience:

At least

three years of professional experience in government purchasing

, including contract administration.

Equivalency:

A combination of education and relevant experience may be considered in place of the stated degree requirement.

Licenses/Certifications:

Depending on assignment, a valid Colorado driver's license may be required. If required, the employee must maintain a driving record that meets agency Personnel Policy standards.

Knowledge of contracting and procurement principles, including competitive solicitations, contract types, negotiation, and contract administration. Ability to write clear, well-organized, and audience-appropriate documents, including technical procurement materials. Strong oral communication skills, including presenting information effectively and listening attentively. High attention to detail and accuracy in all aspects of work. Strong customer service orientation with the ability to assess needs, resolve issues, and support internal clients. Ability to work effectively under pressure, manage competing deadlines, and maintain professionalism in stressful situations. Flexibility and adaptability to changing priorities, new information, and evolving work processes. Integrity, honesty, and sound judgment, with the ability to maintain confidentiality and uphold ethical standards. Ability to read, interpret, and apply written materials such as regulations, instructions, technical documents, and reports. Effective interpersonal skills, including tact, empathy, and the ability to work with diverse or difficult individuals. Ability to plan, organize, and prioritize work, monitor progress, and evaluate outcomes. Proficiency with Microsoft Word and the ability to learn and use other software and information management tools as needed.

Ability to perform basic mathematical calculations, retain and recall information, and comprehend written and verbal instructions.

Working Conditions



Normal office environment. Works alone and/or with others. Occasional travel to various locations. Evening and weekend work may be required upon minimal to no prior notification. No hazardous physical working conditions are present. Pressure due to multiple calls and inquiries. Subject to many interruptions.
