The Opportunity
WSDOT is currently seeking to fill three Transportation Engineer 2 vacancies located in Spokane, WA. These positions support the administration of construction contracts by assisting the Office Engineer and construction teams with change order preparation and writing to ensure compliance with contract plans, provisions, environmental permits, and prompt payment requirements. The successful candidates in these roles, will prepare a variety of reports and other documentation to support safe, reliable, and cost-effective transportation, complete independent review, processing, and transmittal of construction and material documentation, and construction close-out activities. These positions may also perform occasional construction inspections and materials sampling and testing duties.

What to Expect
Among the varied range of responsibilities held within this role, the Assistant Office Engineer/Change Order Writer will:

  • Communicate with construction inspection team and contractors to obtain information.
  • Investigate problems with plans and with the work as it progresses, provide clarification of contract requirements to the Contractor and subcontractors, and find answers to their questions.
  • Research, prepare, write, and process change orders, memos, letters, and supporting documentation; calculate independent estimates for changed work.
  • Maintain and organize project change order files.
  • Be responsible for coordinating and documenting change order approvals with PE, Region staff, and HQ staff.
  • Prepare contract correspondence with the contractor, organization staff, Region, and HQ.
  • Maintain and/or monitor project ledger systems.
  • Review compliance with MSVWBE and apprenticeship contract requirements; monitor subcontractor and DBE work for compliance to contract requirements.
  • Assist the Project Manager with monitoring quantities used or anticipated as compared to plan quantities to report on budget impacts.
  • Attend pre-construction meetings and weekly contractor meetings.
Qualifications
To be considered for this opportunity, the following are required:
  • Certification as an Engineer-in-Training AND one (1) year of experience as a
, , , or equivalent OR two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent. * The ability to obtain certification as a WSDOT General Inspector within 12 months of employment.
  • A Western Alliance for Quality Transportation Construction (WAQTC) qualified tester or equivalent or the ability to achieve within 24 months of hire.
  • An American Concrete Institute (ACI) qualified tester or equivalent or to achieve within 24 months of hire.
  • A valid driver\'s license.
  • Knowledge and understanding of:
  • Engineering principles, methods, and practices.
  • Construction practices and contract administration.
  • Material testing procedures.
