Purpose of the Position:
The Assistant Finance Director is an exempt, professional management position responsible for assisting in the direction, management, and oversight of the day-to-day operations of the finance department. This position is responsible for assisting in the preparation of financial statements and the annual budget, analyzing and reconciling financial data and accounts, management of the finance department staff, recommending and implementing financial policies, procedures, and systems, assisting with audit preparation, and providing highly responsible and complex administrative support to the Finance Director and all city departments. Acts in the capacity of the Finance Director in their absence.
Essential Duties & Responsibilities:
Assists in planning, organizing and directing the financial administration of the City.
Oversee day-to-day banking activities, accounting and record-keeping systems.
Verify accuracy of financial transactions and reporting.
Conducts monthly closing of ledgers and reconciliation of accounts; including the general ledger and bank accounts.
Perform internal auditing of cash operations; ensure compliance with applicable financial policies and procedures.
Assist in the management of the City's and department's budget and forecasts.
Participates extensively in the yearly budget preparation process.
Review and recommend internal control processes related to financial transactions.
Coordinate, organize and schedule assigned personnel and other resources to achieve departmental goals; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
Participate in special financial analysis projects, cost models and other projects as directed by the Finance Director.
Monitors department budget activity, identifies and reports potential financial overruns and variances at an early stage and notifies department directors.
May assist in benefits oversight and maintenance, quarterly payroll and tax reporting, and year end reporting requirements.
Acts in the absence of the Finance Director, including meeting attendance at city council meetings, workshops, department directors meetings, and all others.
Other duties as assigned.
Working Conditions & Schedule
Work is generally performed while standing or sitting, in an office environment, with a computer and telephone. Some lifting of forms and small equipment is required.
Knowledge, Abilities & Skills:
Knowledge of:
State of Washington Budgeting, Accounting and Reporting System (BARS)
Principles and practices of governmental accounting, budgeting and financial reporting.
Comprehensive knowledge of governmental finance practices, principles, procedures, regulations and techniques, with the ability to interpret and explain these rules, legal requirements and policies and develop effective internal practices.
Principles and practices of municipal budget preparation.
Cash basis and fund-based accounting.
Proficient in the use of MS Office and financial management software.
Ability to:
Establish and maintain effective and professional working relationships with elected officials, department directors, outside agencies, staff, businesses and town residents.
Lead, motivate, and effectively work with people of all skills and backgrounds.
Effectively communicate, both orally and in writing.
Prepare, interpret and present complex financial reports.
Prioritize assignments and work independently.
Accurately prepare and maintain correspondence, files, reports, and statistical information.
Qualifications Required:
Bachelor's degree in accounting, finance, economics or related field and a minimum of five years of increasingly responsible accounting or financial management experience. Additional years of experience may substitute for education requirements.
