Plans and administers program of library services by performing the following duties personally or through subordinates.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Assists director with supervision of the library operation.
Assists with preparation for and participation in monthly board meeting.
Develops and leads an annual program of staff development as approved by the director
Serves as the Head of the Reference Department including providing direct supervision for the staff group and daily oversight for the operation of the department.
Oversees the production of the community information tools created by the department including but not limited to the Community Information Directory, Community Calendar, Community History Archive, etc.
Performs collection development for adult materials in all formats including examining trade publications and materials, interviewing publisher's representatives, and consulting with others to select materials such as donors for memorial books.
Selects titles and orders or prepares orders for adult materials in all formats.
Examines and selects adult materials to be discarded, repaired, or replaced.
Assists with selection and implementation of online databases.
Assists with development and maintenance of library catalog.
Develops, directs, publicizes and conducts programs, classes and events for adults.
Implements public relations plan including developing annual schedule for newspaper columns, and assisting with writing of weekly column and with other library publications; writing and submitting press releases; overseeing production of flyers for adult and youth programs; overseeing outreach through social media, and other public relations and publicity tools.
Participates in appropriate community and professional organizations as a representative of the library.
Delivers book reviews and programs to publicize library activities and services.
Serves as back-up for Head of Circulation for daily opening procedures regarding local income and desk set up.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
MLS or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
