The New Hampshire Department of Revenue Administration seeks an experienced attorney, accountant or tax administrator to serve in the role of Assistant Commissioner. The successful candidate will assist the Commissioner in managing the Department and carry out the duties and responsibilities as outlined below. The successful candidate will be able to productively advise Department leadership on a range of tax matters, personnel issues, project management and contract management, in addition to having the proven ability to manage diverse issues and successfully drive outcomes. Excellent written and oral communication skills are required, as well as a positive attitude and the drive to tackle projects efficiently and effectively in a timely manner. Experience in tax administration is preferred.
Statutory Requirements:


RSA 21-J:4


I. The commissioner of revenue administration shall nominate an assistant commissioner for appointment by the governor, with the consent of the council. The assistant commissioner shall serve for a term of 4 years. The assistant commissioner shall be qualified to hold that position by reason of education and experience.


II. The assistant commissioner shall perform such duties as are assigned by the commissioner. The assistant commissioner shall assume the duties of the commissioner in the event that the commissioner is unable for any reason to perform such duties.


III. The salary of the assistant commissioner shall be as specified in RSA 94:1-a.

Administration Unit. - There is hereby established within the department an administration unit. The assistant commissioner shall supervise the administration unit and shall be responsible for the following functions, in accordance with applicable laws:


I. Budget, personnel, payroll, and purchasing matters.


II. Handling of accounts receivable for the municipal and property division.


III. Assistance to the commissioner with short- and long-range department level planning activities.


Duties and Responsibilities:


Manage the Administration Unit, including the Business Office, the Legal Bureau, the Hearings Bureau, Human Resources, the Internal Auditor, the Project Management Office and the Tax Policy and Legislative Group.





Supervise all staff in the Administration Unit.





Advise senior leadership on tax matters, personnel issues, project management and contract management.





Drive Department initiatives and projects at the request of the Commissioner.





Testify at public hearings on behalf of the Department to provide information on policies and data.





Respond to legislative inquiries on various tax-related issues.





Oversee all information technology projects for the Commissioner and ensure timely completion within budget.





Engage with press and public interest groups on various tax-related issues.





Minimum Qualifications:


Education: Juris doctor degree from an accredited law school, certification as a CPA (or Bachelor's degree with Masters in Accountancy), or Masters in Business Administration or Public Administration.


Experience: A minimum of five to seven years experience relevant to the position is preferred.


SPECIAL REQUIREMENT: As a condition of employment to ensure suitability for exposure to confidential information all Department employees shall be subject to initial checks and periodic rechecks of their criminal background history, which may include an FBI background review, a state background review, and a check with local law enforcement agencies. The receipt of an unfavorable result may be grounds for disciplinary action up to and including dismissal.
