Salary: $83,669.75 per year



Job Summary:



The Asset Program Manager's primary responsibilities are to develop, maintain and manage all activities related to the Department's asset management program. This position interacts with management and staff across the entire Public Works Department and other City Departments to facilitate a structured program to minimize the life-cycle costs of asset ownership while maintaining required service levels and sustaining the infrastructure. Under the direction of the Business Division Manager, this position applies knowledge of regulations, policies, and procedures to; provide a defined level of service and monitor performance, manage the impact of demand changes, employ a life cycle approach to develop cost-effective management strategies for the long term, identify and control risk, and ensure these activities meet immediate and long-term financial plans and goals for all defined assets.



Essential Duties & Responsibilities:



Supervise all Asset Management staff; Conduct workforce planning and goal-setting activities, coordinate and monitor work assignments, evaluate and review employee performance, make hiring and discipline recommendations, and oversee staff success and accountability; Serve as the Departments leader in developing, implementing and guiding a Department asset management plan; Supervise the development and maintenance of Asset Management Policy; Manage and maintain the Departments Asset Management system, database, quality assurance and reporting; Develop and maintain Asset Management software access control roles and permissions; setup end user accounts and licensure access; Direct the development, customization, implementation and utilization of asset management software in support of the Departments Asset Management strategy and plan; Coordinate with Department and City leadership in defining and measuring Levels of Service; Align AM platform capabilities with proper performance measures, asset information and AM strategy to achieve stated AM goals; Maintain asset listing for Department infrastructure and ensure the integrity of that data is maintained; Develop and integrate predictive strategies to aid in asset replacement prioritization and assists with life cycle cost analysis; Coordinate with Business functions, Engineering, Operations and Finance on the gathering, analysis and output of financial and costing data around the asset list and workflow activities contained within the AM platform; Collaborate with Department staff in providing data for risk analysis around the utility's assets; Maintain and support Operational Planning including maintenance plans/schedules, work management, budgeting, health and safety, operational improvement and crisis or emergency planning; Manage the contracts associated with third party vendors supporting asset management activities and Software Maintenance and/or Licensing agreements; Oversee the delivery of training and support to the functional areas in public works that interface with the AM platform; Negotiate with vendors of required services in support of the software or professional services needed to support AM; Manages Utility Supply Chain and Warehouse operations in multiple locations. Ensures procurement, asset transfer, asset disposal and documentation practices are fully compliant with City policy and requirements; Direct the development and performance of QA/QC procedures to ensure anomalies are corrected and reporting is accurate; Manage various projects and apply standard project management skills when needed to aid in completing or assisting other teams in completing projects; Manage software partner relationships (Internal and External); Perform other duties and projects as assigned.

Job Specifications:



Bachelor's degree in Business, Finance, Information Technology or a related field from an accredited college or university; Two or more years of experience supporting Asset Management functions in an organization that has a functioning Asset Management system and a varied asset listing. Three (3) years of progressive experience in water and/or wastewater or other utility sector, preferably in an asset management related role; Three (3) years of supervisory experience required; five (5) years preferred; Or, any combination of education and experience providing skills/knowledge to successfully perform job duties.

Supervisory practices and procedures; Principles of strategic asset management; Utility operations and maintenance; Proficiency with data management: Collection & collation, extraction, reporting; Proficiency with data analytics: Statistical analysis, cause & effect relationships, risk analysis; Understanding of project management fundamentals; Knowledge of basic practices of software licensing, access protocols and developing roles; Directing change management; Understanding of continuous improvement and problem-solving techniques; Basic understanding of MS SQL reporting; Typical functionality of asset management software; QA/QC theory and application; Knowledge of business mathematics and general finance principles; Proficiency with MS Office Suite; Excellent customer service skills; Ability to be collaborative and cooperative; Excellent communication skills with the ability to effectively communicate complex, technical information both verbally and in writing; Work without supervision, establish priorities, and organize work assignments; Ability to work as a team player and exhibit strong relationship building skills; Exhibit strong leadership and management skills; Ability to effectively negotiate within a business context; Principles of supply chain/inventory management processes; Experience with Infor Public Sector (IPS) software a plus but not required;

Licensing and Certification:



Must hold a valid State of Idaho driver's license; Obtain NASSCO PACP/LACP/MACP Certification within one year of hire.

Work Environment and Physical Demands:



Work is performed primarily in an office environment with moderate noise levels. But while performing certain duties, the employee may work near moving mechanical parts in both inside and outside weather conditions; There is potential for exposure to biological hazards while performing the duties of this position; Requires sitting at a desk for up to 8 hours; Requires clarity of speech and hearing which permits the employee to communicate effectively; Requires clear vision to read printed materials and computer screens to accomplish work; Requires repetitive movement of the wrists, hands and/or fingers; Requires driving a motor vehicle.

Travel Requirements



Local travel is frequently required; Some regional and national travel is required.
