POSITION DESCRIPTION

ARC PROJECT MANAGER

General Description:



Performs professional work in a varied number of community and economic development activities in the state. The duty of this position is to manage grant projects awarded through the Appalachian Regional Commission (ARC). Responsibilities include managing portfolio of grant projects, enforcing program guidelines and regulations, reviewing grant applications for technical accuracy, and interacting with federal, state, and local officials to accomplish program goals. Coordination is accomplished by working in conjunction with representatives of the state's Regional Planning and Development Councils, municipal and county government officials, other federal and state agencies. Other duties may be assigned as needed.

This position will be located in the West Virginia Department of Commerce, Division of Economic Development, Community Advancement and Development Division (WVCAD).

Essential Duties and Responsibilities:



Manages multiple grant projects from implementation to closeout, providing ongoing technical assistance as needed to grantees and enforcing program regulations and guidelines throughout the project lifecycle. Reviews project budgets and payment requests from grantees for accuracy and viability. Drafts program materials and documents such as technical assistance guides, application forms, checklists, and project administration forms. Reviews grant applications for technical accuracy and alignment with program funding criteria. Interacts with federal and state agencies on project administration, funding levels, and interpretation of regulations and policies. Drafts and submits reports utilizing state and federal reporting systems such as CAD Database, OASIS, and IDIS. Interacts with federal, state, regional and local government officials, community leaders, and nonprofit agencies regarding program guidelines and requirements. Conducts training to advise grantees, contracted professionals, and community representatives on grant procedures, requirements, and best practices. Identifies community and economic development needs through meetings with federal, state, regional, and local government officials, community leaders, and private sector parties. Provides ongoing technical assistance and management from project implementation to completion. Oversees the closeout of grants/projects to ensure grant funds were spent properly and appropriate records maintained.

Knowledge, Skills, and Abilities:



Knowledge of grants management and administration. Knowledge of state and federal grant programs. Ability to establish timelines and oversee multiple projects. Ability to learn and apply state and federal grant program regulations. Ability to apply state and federal regulations to the implementation and design of administrative policies and procedures. Ability to complete work on time to meet strict deadlines. Ability to work effectively with local, state, and federal officials and project partners. Ability to use or learn to use various technologies such as computers, tablets, cell phones, and project management systems to record, report, and communicate information. Ability to speak in public to individuals and larger audiences in order to train and educate. Ability to work independently and as an active team member to accomplish WVCAD goals and objectives. Ability to drive and travel statewide and occasionally out of state for training and conferences.

Minimum Qualifications:



Education: (Required)
Graduation from an accredited four-year college or university.

Experience:
Preferred experience in grants management and administration, project management, community or industrial development, business administration, planning, engineering, and local/state/federal government.

Job Type: Full-time

Pay: $50,000.00 - $60,000.00 per year
