The Applications Analyst is responsible for leading, coordinating and collaborating with technical teams on the evaluation, implementation and on-going support of the City's paperless content management and process automation initiatives. Approximately 75% of this position's responsibilities involve work within the Laserfiche platform, making this a key role in advancing the City's digital transformation.


Essential Duties and Responsibilities

Serve as the team lead for the City's Laserfiche Innovation Team. Manage innovation projects including scope, tasks, schedule, and stakeholders. Gather requirements for new innovation solutions. Investigate, diagnose, and resolve faults and errors in applications. Develop applications in Laserfiche based on approved requirements including file plans, reports, forms, and workflows. Analyze, approve, and make changes to applications. Oversee change management and risk management practices related to Laserfiche applications. Maintain Laserfiche hardware, software and operating procedures and policies. Provide training and documentation for Laserfiche initiatives. Assist in the implementation and support of other city applications. Assist technology division with any other technology duties as needed. Work flexible hours, as needed to meet business needs. Perform other duties as assigned.

Minimum and Desired Qualifications

Education



Associate's degree in computer information systems, project management or closely related field



Experience



Three years of experience of related experience



OR





Five years of experience which includes the above essential duties.



Licenses/Certifications



Valid driver's license Laserfiche Gold Certification within 6 months of hire Laserfiche Platinum Certification within 1 year of hire

Equivalency



An equivalent combination of education and experience closely related to the duties of the position MAY be considered.



Knowledge, Skills, & Abilities

Experience in administering and supporting enterprise applications in a Microsoft Windows environment. Experience leading project teams. Experience in application development including requirement gathering, design, implementation and support. Experience in the Microsoft environment including desktop operating systems, server operating systems, SQL server, and Active Directory. Strong project management skills. Ability to professionally exhibit cultural sensitivity, patience, and understanding in the course of work duties. Ability to relate to and work with individuals representing a variety of diverse backgrounds and cultures. Ability to provide a level of customer service that meets/exceeds customer expectation and satisfaction. Ability to establish effective working relationships with outside parties. Ability to assist in long range planning in reviewing and setting policy and procedures for the City. Ability to develop and maintain positive and professional relationships with internal and external customers. Ability to coordinate projects, strategic planning, and program implementation. Ability to accurately comprehend, interpret, analyze, and explain complex information. Ability to analyze problems, utilize resources; identify solutions; develop and implement recommendations/proposals. Ability to exercise sound judgment to objectively define, investigate, and resolve problems/conflicts. Desirable Qualifications



Experience in administering and using Laserfiche in a professional setting. Experience in supporting applications in a local government environment Experience in formal Project Management methodologies Experience in Microsoft SQL Previous experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds Fluency in Spanish, Hmong, Lao, Russian, Somali or Vietnamese language(s)

Core business hours are set by departments based on operational needs. Alternative schedules can be arranged, but must comply with the City's Alternative Work Arrangement policy. Full-time, non-exempt, non-union position subject to a flexible schedule that includes a standard eight (8)-hour work day, Monday through Friday with occasional evenings. The City's alternate work arrangement policy allows for working from home up to two days per week along with flexibility on hours and days worked. This position also takes part in the City's evening and weekend on-call duties which is rotated among 7 team members. The City compensates the on-call position an additional $475 per week plus hourly pay when responding to incidents. Prolonged periods of standing, bending, sitting, stooping, kneeling, climbing Office environment; exposure to computer screens; working closely with others, frequent interruptions. Must be able to lift and carry or otherwise move 10 to 50 pounds regularly/occasionally.

The City has determined that a criminal background check and Criminal Justice Information Services check are necessary for positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Selection Process



The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The Human Resources Department reserves the right to limit the number in any phase of the selection process.
