At UConn Health, this classification provides technical leadership in the areas of application development, system integration, and/or database management. This position handles highly complex projects that require in-depth knowledge across all multiple technical environments and disciplines. Provides an enterprise-wide perspective and input into IT decisions. Translates highly complex concepts for peers and customers.
THIS POSITION HAS A HYBRID WORK SCHEDULE, FOUR (4) DAYS REMOTE AND REQUIRES ONE (1) DAY PER WEEK ON-SITE WORK. THIS SCHEDULE IS SUBJECT TO CHANGE PER MANAGEMENT AND DEPENDENT ON DEPARTMENTAL NEEDS.

EXAMPLES OF DUTIES
Provides technical leadership; collaborates with IT management in setting guidelines and standards and that systems are consistent with IT long term strategies; schedules, assigns, oversees and reviews the work of assigned staff; provides technical direction to project teams; applies personnel policies and procedures; conducts employees' performance evaluations and reviews if applicable; coaches and mentors less experience technical personnel and provides feedback; oversees training of personnel; may be required to prepare unit's budget subject to administrative review; leads/participate in project planning sessions with clients or IT management; provides solutions and evaluates the merit of each solution including highly complex issues; maintains industry knowledge in quality processes and implements best practices; drives new theories and internal practices and coaching others in problem-solving techniques and methodologies; makes recommendations on business process improvements via the use of information technologies; performs other related duties as required; works on multiple projects including complex integration efforts and transitioning applications to new technologies; defines and develops the project scope of multiple complex projects; defines system architecture and design alternatives/solutions by translating business and technical requirements; leads the evaluation and selection process for application packages to meet solutions; recommends testing tools, middleware, and database management systems; makes recommendations towards buy vs. build decisions surrounding applications; identifies solution to complex system requirements; devises or modifies procedures to solve problems; designs components architectures that make use of multiple tiers to provide insulation to changes from application interfaces and databases; oversees in a lead role projects related to development of information systems; adheres to quality standards and procedures; oversees unit testing ensuring applications meet specifications; coordinates and manages the integration of cross- functional systems; document changes to architecture integration plans and conversion plans; develops and maintains system and application architecture diagrams; provides organization-wide data modeling and database design; defines data architecture standards, policies and procedures for the organization structure, attributes and nomenclature of data elements , designs and constructs data architectures, operational data stores, and data marts; and applies accepted data content standards to technology projects; develops and implements database systems strategies that ensures control, integrity, accessibility and security; develops and implement backup and recovery; expert management of data shared across functions or the enterprise; sets direction for data base design principles and practices; provides consultation on design, performance and optimal hardware and software configuration, design of complex, multi-platform databases; monitors industry trends and directions for physical design tools and techniques, and assesses the impact on the organization; designs new processes, collection methods and models based on continuous improvement.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILLS & ABILITY:
Considerable knowledge of principles of application development / database management / systems programming / systems integration and decision support; demonstrated expert knowledge in the principles of client server development; knowledge of the principles and techniques of data modeling, including experience with data modeling tools; considerable knowledge of data warehouse extracts, transformation and load procedures; demonstrated expert knowledge of one or query/reporting tools; considerable knowledge of servers; knowledge of computer operating systems; considerable demonstrated knowledge and understanding of internet tools and technologies, including principles of web application development; expert knowledge of Microsoft application development tools and methodologies; considerable demonstrated knowledge of distributed systems architecture, networks, middleware or object-oriented analysis design; knowledge of technology support, knowledge of the strategy, structures, processes, procedures and key technical elements of the enterprise; ability to develop complex systems and module requirements, ability to write and maintain program documents; ability to define strategies and plans for influencing multiple decision makers; experienced in facilitating sessions that address complex or highly sensitive issues; effective communication and interpersonal skills; understands and can explain the interrelationship of multiple concepts and translates these concepts, ideas and situations into clear, understandable and simple terms; ability to understand long-term trends and implications of alternative approaches; ability to articulate technical concepts and ideas in support of process improvement to business partners; knowledge of project management tools with proficiency in their use; supervisory ability.
EXPERIENCE AND TRAINING
General Experience
Eight (8) years' experience of progressively complex programming, system analysis and design experience or data management experience in a multi-platform environment including two (2) years of application architecture responsibilities.
SUBSTITUTION ALLOWED
Bachelor's degree in information systems management, engineering or closely related field may be substituted for four (4) years of general experience.
PREFERRED QUALIFICATIONS:
SQL Server Administration:
Experience with backup and restore procedures for Microsoft SQL Server including installation, configuration, patching, and creation of maintenance plans
Knowledge of server requirements and current specifications for the latest versions of SQL Server.
Experience with CMS, SSMS for managing SQL Server environments and upgrading SQL Server environments
Enterprise Automation:
Experience with Tidal Enterprise Automation with recent, relevant, professional experience with equivalent technology such as RunMyJobs, Control-M, Stonebranch
Plan and perform Tidal system upgrades, including patching of Master, Agents, and Client Manager
Experience with development of enterprise automation jobs and related technologies such as PowerShell, sFTP, Linux scripting.
Experience with Linux and Windows environments.
SCHEDULE:
Full time, 40 hours per week, Monday - Friday, 8:00 am to 4:30 pm, 30-minute unpaid meal break
