Description
The Analyzer Engineer is responsible for the design, implementation and continuous reliability of analyzer systems in the refinery. In addition, the analyzer engineer provides consulting services to process designers in developing process design specifications, develops operating and training manuals and participates in training operating and maintenance personnel. An analyzer engineer works closely with the maintenance and environmental engineering departments and provides technical support as needed to resolve equipment and sample system issues. An analyzer engineer utilizes American Petroleum Institute (API) Standards, International Society of Automation (ISA) Standards, National Fire Protection Association (NFPA), Phillips 66 standards and practices to perform the above functions.

Responsibilities may include

  • Directing and advising the application of Company standards in analyzer design, equipment specification, construction, and testing
  • Developing implements and monitoring predictive and preventative maintenance programs for all Refinery analyzer systems
  • Providing continuous instrumentation technical support to the Maintenance, Operations, and Technical departments to improve the quality of maintenance repairs, daily equipment operation, engineered modifications, and new equipment installations
  • Analyzing instrumentation systems condition data to access the operability of critical Refinery instrumentation systems. Initiating and executing programs for improvement based on this analysis
  • Identifying key analyzer systems reliability indicators are monitored, analyzed, and subsequently acted upon to increase the on-stream efficiency of all Refinery instrumentation systems.
  • Coordinating refinery analyzer systems of all engineering projects. Reviewing proposed facility design, ensuring compliance with engineering standards while optimizing maintainability and reliability.
  • Coordinating with the Instrument Supervisor to ensure sufficient support is continuously available to Refinery Operation, Maintenance, and Technical Services departments.
  • Reviewing equipment specifications and drawings for projects pertaining to equipment location, data sheets, installation details, and loop drawings
  • Recommending/approving vendors for the purchase of equipment and providing technical review of bids
  • Providing long-range planning for maintenance and equipment replacement
  • Assuring proper instructions and training for operations use of analyzer equipment, including start-up, operations, shutdown, lockout, and emergency conditions
  • Reporting to management on equipment reliability issues
  • Working off-hour callouts on an as-needed basis to support refinery operating requirements
Required qualifications
  • Legally authorized to work in the job posting country
  • Must maintain a valid driver\'s license
  • 5 years experience with on-line analyzers in a refinery, petrochemical plant, or similar industry
  • Understanding of basic chromatography and physical property analyzers in petroleum refining streams
  • Understand various analyzer technologies and hardware and how they apply to petroleum refining
  • Understand sample conditioning principles and hardware and how to apply them to process analyzer systems
  • Must currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card. Note, information regarding TWIC qualification standards may be found at www.tsa.gov/what_we_do/layers/twic/index.shtm
  • Willing and able to perform/comply, with or without a reasonable accommodation, with the following:
  • Work outside in harsh weather conditions
  • Wear personal protective equipment (PPE) such as steel shoes, ear and eye protection, hard hat, fall protection, etc. if required
  • Maintain shaven face so that a respirator/face mask can seal properly if worn
Preferred qualificatons
  • Bachelor\'s Degree or higher in Environmental, Chemical, Electrical, Mechanical, Systems or Industrial Engineering or Analytical Chemistry
  • 10 or more years of Analyzer Systems experience
  • Proficient in Microsoft Office (Word, Excel, Outlook)
  • Refinery Analyzer Systems experience
  • Knowledge of analyzer maintenance practices
  • Familiar with Smart Plant Instrumentation (SPI/INtools)
  • Experience with Emerson Gas Chromatographs
  • Experience with AIT NIR Analyzers
  • Experience with ESC Continuous Emissions Monitoring Systems and Dataloggers
  • Experience with Siemens Oxymat Analyzers
  • Experience with Ametek Flue Gas Analyzers
  • Training on analyzers and sampling systems desired
  • Understand codes and standards and how they apply to process analyzers, particularly NEC and NFPA 496
  • Understand CFR 40 Part 60 and Part 75 regulations and how they apply to environmental analyzers (CEMS)
  • Strong analytical skills including statistical skills
  • Able to accurately and clearly communicate both technical and practical information
  • Possess a strong desire to learn, strengthen and build skills, and keep up with analyzer technology, appropriate standards, codes, and environmental regulations as they apply to analyzers
The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
