About the position:




We are seeking to fill a Project Manager position; this position will provide project management, strategic planning, technical and organizational leadership, consultation, external project quality controls, and risk management oversight, all focused on implementing enterprise-level projects that improve our technical services delivery. This position also supports tracking responses to legislative requests and estimates, ensuring the agency produces credible impact assessments that also ensure our ability to update DOR's technical solutions to meet regulatory needs.

Beneficial knowledge and experience include:



Experience reading/interpreting legislative bill language and Revised Codes of Washington (RCWs). Knowledge and/or experience using FAST tools and methodologies (FAST's GenTax is the integrated solution for the agency's Automated Tax & Licensing Administration System (ATLAS))

Duties

We are looking for customer service-oriented facilitators and collaborators who project a positive attitude and encourage productive working relationships. Customer service is what we do, and building trust and positive relationships is a key success factor in providing expertise, guidance, and oversight that ensure services are delivered.


As the

Project Manager

, you will provide overall project management, strategic planning, organizational leadership, consultation, and risk management oversight focused on implementing medium-scale enterprise-level projects with medium to high-level risk severity and change. In addition, you will perform legislative impact support. Some of the key activities and duties include:Author and manage the project artifacts required for the scope and complexity of the project assigned. Coordinate project support activities of AMP staff and contractors, resources from Information Services (IS) and business divisions, and impacted external stakeholders. Monitor project work progress and report status to project leadership, including internal and external oversight authorities as applicable. Apply ATLAS governance structure to clearly define roles, responsibilities, and accountability for decision-making authority of changes to ATLAS. Monitor decisions captured and work diligently to finalize decisions. Identify and expose project risks and provide recommended mitigation and deviation strategies. Coordinate and facilitate core team meetings, executive project sponsor meetings, and other internal and external project meetings as required, providing project status through prepared materials and presentations. Independently perform or coordinate the analysis and interpretation of proposed legislative requests during the legislative session and if pre-session impact analysis is needed. Complete the required documentation to capture ATLAS impacts for responding to the legislative coordinator. Provide legislative reports and summaries of impacts on ATLAS and related services as needed. Facilitate lessons learned workshops or other methods of capturing feedback. Inventory the feedback and support identification and prioritization of improvement opportunities.

- Advanced level competency and ability to assess the position of others, and exhibits skills of negotiation and/or persuasion tailored to the individual or industry, resulting in a solution that best suits the needs of the overall objective

- Advanced level competency and ability to effectively identify, collect, organize, and document data and information in ways that make the information most useful for subsequent assessment, analysis, and investigation.

Communication Skills (Written and Verbal)

- Understand the technology change control processes used for ATLAS and work with customers to develop change requests following established processes for the purpose of implementing or modifying the information technology environment.

- Must be able to build and maintain trusting, positive, and productive working relationships with fellow IT staff, business customers, and vendors, enabling the teams to provide high-quality service.

Development and Continual Learning

- Keep abreast of current technology and actively add skills to build up a knowledge base. Also, actively works to continuously improve job effectiveness and efficiency; accepts personal responsibility to develop talents and knowledge.

Preference may be granted to applicants who possess the following:



Bachelor's Degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or equivalent combination of education/experience. Experience leading, participating in, or supporting activities for one or more agile projects. Project Management Institute (PMI) certification, or strong knowledge of PMI best practices and standards. Experience reading and interpreting legislative bill language and Revised Codes of Washington (RCWs). 3 or more years of demonstrated in-depth knowledge and understanding of agency business processes within one or more agency divisions.
