Examples of Duties

Duties may include, but are not limited to the following:

  • Plan, organize, develop and coordinate the operational, maintenance, and development activities of assigned airport.
  • Determine the need for, develop, and recommend new or modified operating standards and regulations regarding the management and operation of the airport.
  • Promote, and support long range plans for air transportation and development of County airport facilities.
  • Determine the need for and recommend new construction, alterations, and maintenance activities on all Castle facilities, properties, roads, equipment, and appurtenances to ensure effective operation and compliance with established safety requirements.
  • Enforce federal, state and local rules and regulations governing airport use and reports alleged violations to proper authorities.
  • Administer ground and flight safety programs, security, coordinates rescue operations and notifies interested and concerned parties.
  • Monitor aircraft fuel sales.
  • Act to stimulate interest in the airport program to promote the development and use of the airport facilities consistent with the direction and oversight of the Director of Community and Economic Development.
  • Confer with and acts as department liaison with airlines, fixed base operators, other airports users and tenants, federal and state agencies, and the public, regarding problems, complaints, and inquiries involving the airport and its operating procedures.
  • Represent the department at meetings, conferences commissions, boards, and other governmental agencies as deemed appropriate by the Director of Community and Economic Development.
  • Under the direction of the Director of Community and Economic Development and/or their designee, may supervise or train employees pertaining to airport operations.
  • Prepare and administer the division\'s budget.
  • Research, prepare, implement, and administer Federal and State grant applications and awards.
  • Participate in the administration and negotiation/monitoring of lease, sub-lease and rental agreements on airport.
  • Provide information to prospective tenants and participate in the development, negotiation and evaluation of leases, agreements and other sources of revenue.
  • Confer with lessees to resolve complaints and/or performance deficiencies.
  • Prepare status reports on economic and operational aspects of leases and agreements.
  • Take recommendations for approval, denial or discontinuance of facility usage.
  • Issue NOTAMS regarding the status of the airport.
  • Develop and maintain airport certification and security manuals.
  • Oversee daily business transactions including answering correspondence, responding to complaints, ordering supplies, and certifying payroll records.
  • Maintain records of airport operations.
  • Make presentations and writes reports.
Minimum Qualifications

Experience:
Four (4) years of increasingly responsible experience in project management, including experience in property management, facilities maintenance and/or airport management.

Education:
Equivalent to a Bachelor\'s degree from an accredited college or university with a degree in Aviation Management, Business or Public Administration or a closely related field. (Additional qualifying experience may be substituted for up to two (2) years of accredited College or University coursework.)

License:
Possess a valid California driver\'s license at time of appointment and maintain.

Accreditation by the American Association of Airport Executives must be obtained within five (5) years of appointment to the position .

Essential Functions

  • Coordinate Airport operations.
  • Ensure safe, efficient and professional flight services at Castle Airport.
  • Understand and maintain current Federal Aviation Administration requirements.
  • Administer the Division\'s programs, and budgets.
  • Maintain professional occupation job knowledge.
  • Develop, evaluate, implement and manage complex construction and development projects at Castle Airport.
  • Effectively use personal computer and airport communications systems.
  • Upon direction of the Director of Community and Economic Development represent the department and the Airport in the community and to federal, state and local agencies.
  • Communicate effectively with others in person, in writing, and over the telephone.
  • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
  • Meet deadlines under stressful conditions.
  • Resolve conflicts and respond appropriately to complaints.
  • Complete multiple priority projects with conflicting deadlines.
  • Maintain confidential information in accordance with legal standards and/or County regulations.
  • Train staff and airport users as required by the Director of Community and Economic Development.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Kneel, bend, twist, squat, balance and crawl.
  • Frequent use of hand-eye coordination.
  • Frequent use of data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds.
  • Normal dexterity, frequent holding and grasping.
  • Regular attendance is an essential function.
Knowledge of:
  • Principles and practices of municipal airport management.
  • Federal Aviation Administration rules and regulations affecting airport operations.
  • Preparation and negotiation of airport leases, contracts, and charges.
  • Development, practices, and terminology of aviation.
  • Equipment and supplies used in airport operations.
  • Proper maintenance of multimodal transportation hub facilities and infrastructure including roads, utilities and telecommunications.
  • Airport security and emergency plans.
  • Budgeting procedures and techniques.
  • Principles and practices of supervision, training and personnel management.
Ability to:
  • Plan, organize and direct airport maintenance, security, and operations.
  • Analyze technical information regarding airport usage and maintenance.
  • Conduct business negotiations and promote and represent the airport programs, including air service development.
  • Supervise and train staff as required by the Director of Community and Economic Development.
  • Prepare and administer a budget.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Plan, coordinate and direct diversified airport operations involving airport users, the public, governmental agencies, and County departments.
  • Maintain cooperative relationships with airport lessees, users, the public, regulating agencies and other personnel.
  • Prepare reports in a logical, comprehensive, concise manner.
  • Effectively represent the department to other departments, agencies, and the public.
