Duties Summary


------------------


The function of the Agribusiness Development Corporation (ADC or corporation) is to spearhead the State's efforts to transition the local agricultural industry from historical large monocrop plantation farming to modern diversified farming. ADC is granted broad powers to accomplish this mandate and is governed by an appointed eleven-member board of directors. Its daily operations are overseen by an executive director appointed by the board, and a small staff. ADC is project-driven, operating with less repetitive activities, and instead focusing on and adapting to the needs of each project. Its projects include acquisition of former pineapple and sugar lands and conversion of those lands into diversified crops, planning and constructing irrigation systems from dams and reservoirs to distribution lines for ground and surface water, developing new or repowering old plantation power plants for use by its farmers, developing and constructing much-needed accessory agricultural improvements such as packing, processing, and possibly distribution facilities, promoting the increase in the number of active farmers and encouraging the development of farm worker housing. To address farm losses resulting from climate change and concerns over excess use of chemicals and pesticides, ADC is also involved in more modem farming methods, such as greenhouse, hothouse and climate-controlled farming.



The primary purpose of the ADC Property Manager is to manage ADC lands on all islands, including the oversight of any land preparation processes, assisting the ADC board in creating specific agricultural priorities for specific regions under ADC's control, vetting applications for land, recommending land dispositions to the board, and administrating compliance with all land permits, licenses, and leases.




Minimum Qualification Requirements

A. Knowledge:


Arithmetic computations; report writing; principles and practices of appraising and managing real property; laws pertaining to the disposition and use of the property or facility; legal documents and instruments pertaining to real property management.

B. Skills/Abilities:




Ability to apply methods and techniques of real property management and appraisals; read maps and blueprints; write clearly and concisely; organize and present data; analyze and develop lease terms and conditions; meet and deal effectively with the tenants and the general public.



Ability to come to work regularly and on time; to follow directions; to take constructive criticism and suggestions; to operate as a member of a team, to be able to brainstorm, develop approaches and strategies, and implement those strategies with co-workers and supervisors; to treat co-workers, supervisors and the public with respect and courtesy and to refrain from abusive, insubordinate and/or violent behavior.

C. Education:


Graduation from an accredited four (4) year college or university with a bachelor's degree.

D. Experience:


Work experience in land, equipment, and real property leasing and management, including property valuation, property feasibility for an intended purpose, establishment of rental rates, selection of tenants, and operation and maintenance and risk management of real property.



Citizenship Requirement: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
