Description of Work This position is designated as Exempt Managerial.
The recruitment range for this position is $84,471 to $144,657.
The selected candidate will be required to submit a statement of economic interest to the NC Ethics Commission for evaluation prior to actual employment.

This position requires thorough knowledge of human resources management, human relations, and administrative principles and techniques as they relate to the administration of a comprehensive management program. Ability to supervise the planning and development of new or modified human resources programs; to promote human resources practices and principles as a part of the total management process and to establish and maintain effective working relationships with all agency staff, the Attorney General's office and the Office of State Human Resources. In leading the human resources programs, the Director must be proficient and accurate in the interpretation and application of various federal and state laws pertaining to employment. This position proposes, formulates, interprets, and communicates state and Department HR policies and procedures to the agency. Federal and state law guide the Department of Labor policies.
Knowledge Skills and Abilities/Management Preferences

  • Position requires considerable knowledge of HR practices and policy at a Federal and State level as well as administrative, managerial, and supervisory practices and techniques involved in directing personnel management programs.
  • Position must possess the ability to supervise the planning and development of new or modified programs; to promote best practice personnel practices and principles as a part of the total management processes; to plan and direct work of a staff of analysts and technicians.
  • Exercises sound judgement and discretion with a thorough knowledge of human relations issues which may include performance management, disciplinary, and/or litigation; as well as the ability to interpret, explain and apply personnel policies and laws.
  • Position requires excellent communication skills, both orally and in writing to provide feedback of a consultative nature to senior leadership, staff, and other internal and external contacts.
  • Position must possess the ability to organize a variety of tasks on many subjects and to interact effectively with people.
Management Preferences:
Must also be a dynamic individual that can work independently in a fast-paced environment. Candidates who have 5+ years direct leadership experience in all aspects of human resources for a state agency or in the private sector are preferred. This position is not a teleworking position and will be required to be in the office five days a week.
Supplemental Information:

Minimum Education and Experience

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources, including 3 years of experience in an HR leadership position; or equivalent combination or education and experience.
