Description of Work

We are recruiting for an Advocate I at Longleaf Neuro-Medical Treatment Center (LNMTC) in Wilson.

This is professional advocacy work for individuals with one or more disabilities who are residents. This position ensures residents\' rights are protected while care and/or services are provided. Employees provide monitoring and consultative services to staff and management to ensure legislation, regulations and policies governing residents\' rights are upheld. This position may be responsible for monitoring; this entails a daily presence throughout the facility with noted concerns being promptly addressed or communicated to facility management. Employees educate residents and also families/guardians as indicated, on their rights and empower them to self-advocate as they are able. Employees educate facility staff on residents\' rights through informal, and sometimes formal, training. Work includes initiating and conducting investigations when there is alleged or suspected neglect, abuse, exploitation, disagreement of services provided and other human rights violations of residents. Employees also receive resident complaints works with management to ensure that due process occurs in the resolution of these. Complaints and allegations are received from a variety of sources, including residents, families/guardians, staff, as well as other stakeholders. Findings of complaints and investigations are communicated to the Advocate II and shared with management for resolution by the facility and/or division management as necessary. The work also includes constant availability to the staff, residents, and their families/guardians. Required to participate in on-call coverage, with the expectation that employees return to the facility to address any pressing matters that occur after hours.
This is a full-time position and eligible for the full State benefits package, including retirement and health insurance. The normal work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m.; however, flexibility is required to meet the center\'s needs.

About Longleaf Neuro-Medical Treatment Center:
Longleaf Neuro-Medical Treatment Center (LNMTC) is a specialized skilled nursing facility (SNF) certified by the Centers for Medicare and Medicaid Services (CMS) under the Omnibus Budget Reconciliation Act (OBRA) long term care regulations. LNMTC serves adults with chronic and complex medical conditions and/or behavioral conditions that coexist with neurocognitive disorders related to a diagnosis of Alzheimer\'s disease and related Dementias or neuropsychiatric disorders. These diagnoses make other living arrangements in the community unrealistic due to the health and physical status of the residents requiring 24-hour supervision, daily nursing assessment and assistance with activities of daily living.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of facility, division, and department policies.
  • Considerable knowledge of patient/resident rights and applicable laws and regulations (North Carolina\'s consumer rights and mental health laws, OBRA regulations, and the policies of the Facility and the Division of State Operated Healthcare Facilities) related to the disability group served.
  • Ability to research applicable laws and regulations and apply the knowledge to daily work.
  • Ability to investigate allegations or complaints, analyze findings and reach fact-based determinations.
  • Ability to gain the confidence of residents, and families/guardians as applicable, and to work effectively with them.
  • Ability to maintain effective, yet objective, working relationships with staff and managers, and negotiate issues to reach a resolution.
  • Exemplary collaborative and interpersonal skills are essential for effective participation in various team environments.
  • Considerable skills in investigative techniques (interviewing, collecting, and analyzing evidence, summarizing and presenting findings etc.) and negotiation are vital to achieve resolution of complaints and allegations.
  • Must have a capacity for critical thinking and possess analytical skills, as well as the ability to exercise these skills, even under stressful conditions.
  • Excellent oral and written communication skills are essential.
  • Knowledge of Microsoft Word, PowerPoint and Excel software.
Physical Requirements:
Physical effort is generally minimal in this position however an excess of 40 hours per week is often required to achieve project/case deadlines and to meet job requirements given the nature of a 24 hour, 7 days a week operation. The Advocate I must be able to travel throughout the Center on a frequent and regular basis to complete the duties required of the position. Participation in the Crisis Prevention Institute Nonviolent Crisis Intervention (CPI) is a requirement and does require moderate physical abilities. This training is deemed necessary as there is exposure to disruptive or aggressive customers that would require the use of protective intervention skills. Additionally, the CPI course knowledge is essential in evaluating staff actions during abuse investigations. At times, the need may arise during crisis situations to assist staff with residents (for example searching for missing persons or helping in any number of ways during an accident/incident). Travel is required for meetings, training and or development away from the facility. Assists at sister facilities located in the eastern region of the state with specific training and focused projects as needed.

Minimum Education and Experience Requirements

Master s degree in a human services program from an appropriately accredited institution and two years of the experience providing services (diagnostic and treatment, advocacy, and/or casework) for individuals who are developmentally, physically, or mentally disabled
OR
Bachelor\'s degree in a human services field from an appropriately accredited institution and three years of experience providing services (diagnostic and treatment, advocacy, and/or casework) for individuals who are developmentally, physically, or mentally disabled
OR
Bachelor\'s degree in a human services field from an appropriately accredited institution and four years of human services experience providing skills in investigating abuse and neglect, interviewing techniques, and similar functions
OR
An equivalent combination of education and experience
