TITLE: Adult Community Based Services Director (CBS)





DIVISION: Adult Community Based Services





JOB SUMMARY: The Adult Community Based Services Director is responsible for the administrative supervision, planning, evaluation, and other operations of assigned adult community-based programs and staff. The ability to communicate and solve problems effectively, function independently, work cooperatively with other agencies, participate actively on the HVMHC (Hiawatha Valley Mental Health Center) management team, and direct the day-to-day activities of assigned programs and services are all essential aspects of this position.



JOB RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:


Attend and participate in internal and community meetings and committees as assigned. Serve on committees relevant to the division. Oversee the general operations of assigned adult community-based programs. Develop and monitor programs in ACBS including reviewing identified metrics. Organize staff and other resources to meet goals and objectives of assigned programs and services. Evaluate the program outcomes in each program area. Provide recommendations for necessary changes with personnel and/or program needs. Assure compliance with rules, regulations, licenses, and/or certification standards for assigned adult community-based programs. This is to include but not limited to Targeted Case Management, Adult Rehabilitative Mental Health Services, Peer-Support Networks, Local Advisory Councils and WRAP+. Assumes responsibility for implementation of Board policies and procedures as related to assigned adult community-based programs. Take a lead role in the process in hiring ACBS staff, assisting HR to ensure that newly hired staff meet the minimum qualifications as outlined by MN statute. Complete staff job performance reviews. Develop plans with employees to ensure they are meeting organization goals and objectives. Provide required training and development opportunities for staff (to meet statute or licensure requirements). Adhere to personnel policies regarding appropriate disciplinary action and follows policy and procedure as needed. Assist with preparation, evaluation and monitoring of the program budget. Be an active participant in the leadership team, providing updates and perspective as it pertains to ACBS. Assure appropriate documentation of services and activities by ACBS staff in accordance with policy and procedure. Responsible for the timely completion and submission of all required program and services reports. Work in partnership with Clinical Supervisors to ensure best practices are upheld to the highest standards. Attending and participating in appropriate workshops, conferences, and in-service presentations.




PHYSICAL REQUIREMENTS FOR POSITION: Must be able to move in a manner conducive to the execution of daily activities. While performing the duties of this job, the employee must communicate with others and exchange information. The employee regularly operates equipment (listed below) on a daily basis. Occasional bending and lifting of office materials may be required.



NON-ESSENTIAL FUNCTIONS: Perform other duties as assigned by the Deputy Director.





EQUIPMENT USED: Computer, telephone/cell phone, office equipment, vehicle





JOB QUALIFICATIONS AND REQUIREMENTS:



Education: Minimum of a bachelor's degree in human service-related field. Master's Degree in Social Work preferred, Psychology or related field.

Experience: Have at least two years of supervised experience with serious mentally ill clients. Two years of supervisory experience is desired. Must be a Mental Health Practitioner or Mental Health Professional as defined in MN Statute 245.462, Subd. 17 and 18.

Worker Traits: Must possess a high level of human relations skills and an aptitude for effective decision making. Must have good planning, organizational, and communication skills (oral and written) and problem-solving skills. Ability to effectively direct and motivate staff and recognize the importance of supervisory function in the organization.

Must be able to maintain confidentiality

Must possess a valid driver's license and a willingness to travel as needed to client or organization locations throughout SE MN.

SUPERVISES: Adult Community Based Program Staff
