The City of Houston Office of Public Safety and Homeland Security is responsible for managing federal homeland security grants for the Greater Houston region, as well as leading and supporting homeland security preparedness projects and activities (e.g., conducting plan reviews, writing reports, developing exercises) for the Houston region.
The Administrative Specialist will perform various professional administrative functions in the research, development, interpretation and implementation of the information and operational policies and procedures pertaining to the public/community preparedness program. Assists in the management of the Community Emergency Response Team (CERT) program to include coordinating and conducting CERT Basic Training courses, drills, and continuing education sessions. This includes recruiting and training volunteers, planning/conducting emergency preparedness exercises, and supporting disaster response efforts. Organize community outreach events to promote emergency preparedness, increase program visibility and engage CERT members. This includes delivery of preparedness programs, in addition to CERT, to communities and organizations as needed, including distribution of public education materials. Drafts correspondence, reports, newsletters, and other documents; proofs/edits documents for accuracy, content and format. Prepares periodic reports, compiles information and maintains reference information. Investigate problems/potential problems by means of written and verbal communication. Conducts administrative research and special management activities or assignments. Maintain updated contact information and deployment readiness status of CERT members. Ensure the safety and accountability of all CERT volunteers during trainings and outreach events. Performs other duties as assigned.
WORKING CONDITIONS
The position is generally physically comfortable. May require evening or weekend work for training sessions, meetings, or emergency responses. Must be able to lift 25-50 pounds and work in outdoor environments during training, drills, and emergencies. May be prolonged periods of sitting, standing, or walking during outreach or events. Requires travel within the Region.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Liberal Arts or a related field.
EXPERIENCE REQUIREMENTS
Three years of administrative experience are required.
Professional administrative experience may be substituted for the above education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston policy on driving (Administrative Policy 2-2).
PREFERENCES
Preferences shall be given to those candidates with the following skillsets:
Proficiency in Microsoft Office, with extensive experience creating documents, spreadsheets, reports, presentations, and graphics using Excel, Word, Access, Canva, and PowerPoint.
Budget and financial management experience.
CERT facilitator/coordinator certification and prior experience managing a CERT program.
Background in emergency response, volunteer management, or public safety coordination.
Experience engaging and educating vulnerable populations.
Bilingual in English and Spanish.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
