PAY AND BENEFITS





Annual Pay Range: $53,760.69 - $69,903.76 Hourly Pay Range: $27.569584 - $35.848080 Salary offers will be made within the posted pay range and will be based on a candidate\'s experience (paid or unpaid) that is directly relevant to the position. JOB DETAILS AND QUALIFICATIONS





Clackamas County Social Services Division is seeking an Administrative Specialist 2 to provide a high level of professional administrative support to the Equity, Policy, and Innovation Team and to managers within the Developmental Disabilities (DD) Program. The Administrative Specialist 2 will provide direction/coordination of transfer activities within DD services, support the development and implementation of policies and procedures, and support the DD Advisory Council. The Administrative Specialist 2 will also contribute to the development of presentations, and coordinate meetings and trainings. An ideal candidate will have experience working in the field of Intellectual and/or Developmental Disabilities. Required Minimum Qualifications/Transferrable Skills:*
  • A minimum of two (2) years of relevant administrative program support experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • Experience reading, interpreting, and analyzing rules and policies for a human services and/or social services program
  • Experience researching and organizing training materials, and facilitating or supporting a work group
  • Experience using strong organizational skills for office procedures, practices and equipment
  • Experience establishing and maintaining cooperative working relationships with other county employees, state employees, community partners, and contracted providers
  • Ability and skill to understand, interpret and apply County and department policies and procedures
  • Computer proficiency, specifically in MS Word and Excel

  • Must pass a criminal history check which may include national or state fingerprint records check

Preferred Special Qualifications/Transferrable Skills:*
  • At least one year experience working with individuals with intellectual or developmental disabilities
  • Bilingual skills (Spanish/English or Russian/English)
  • Intermediate to Advanced level proficiency in MS Word and Excel

TYPICAL TASKS





Duties may include but are not limited to the following:
  • Read, interpret and analyze Oregon Administrative Rules, Worker Guides and Policy Transmittals from ODDS that pertain to transfer activities for Brokerages and Community Developmental Disabilities Programs (CDDPs). Inform management of changes, and offer recommended actions. Develop, recommend and implement standards and procedures of transfer activities within the Developmental Disabilities service delivery system. Provide direction and training to internal staff, regarding new or changes in processes and procedures; facilitate coordination of transfer activities with other Case Management Entities across the state of Oregon, with a high level of independence. Complete associated administrative tasks.
  • Provide support to the Intellectual/Developmental Disabilities Advisory Council, including assistance with member recruitment, coordination of meeting schedules, preparing agendas and other meeting materials, and recording minutes.
  • Establish and maintain effective partnerships with State and Local Government entities and Community Partners. Act as liaison to State offices, participating in work groups and advisory committees, attend Provider and Partner meetings, representing Clackamas County Community Developmental Disabilities Program (CDDP).
  • Supports the development of the program\'s service equity plan and supports activities included in the ongoing action steps from the service equity plan. Provide support with developing presentations and training for program staff in accordance with service equity goals. Lead special projects on behalf of department management involving research, analysis, coordination, and/or synthesis of information.



REQUIRED KNOWLEDGE AND SKILLS





Knowledge of: Program policies and procedures as well as Oregon Administrative Rules that govern how services are delivered to individuals who experience Intellectual/Developmental Disabilities in Oregon; office management and administration principles and procedures; research techniques and procedures, training methods, and public relation techniques and concepts. Ability to: Use high level communication, facilitation, and organizational skills; communicate effectively, both orally and in writing; compose correspondence requiring a high degree of initiative and judgment; understanding and ability to use of plain language, trauma-informed care, and an equity lens in development of program communications, forms, policy, procedures, and practices; possess the skills necessary to organize and maintain office/administrative systems and procedures: understand, interpret and apply County and department policies and procedures and technical materials; establish and maintain cooperative working relationships with County employees and officials, contracted service providers, other government agencies, citizens groups, individuals, advocates, community partners, and the general public; use independent judgment, resourcefulness and initiative necessary to accomplish work in a timely manner and provide recommendations to management; strong coordination and collaboration skills, including effective communication, active listening, open mindedness and respect coupled with good reasoning, critical thinking and problem solving skills.


WORK SCHEDULE





This position is included in the County\xe2\x80\x99s alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):
  • Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
  • This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department\xe2\x80\x99s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
