About This Job
The Program Manager for LaSTEM provides day-to-day administration and oversight of the statewide LaSTEM program. The position manages Cooperative Endeavor Agreements (CEAs), monitors performance of the nine Regional STEM Centers, ensures compliance with statewide expectations, and supports alignment between STEM education and Louisiana's workforce and economic priorities.
The Program Manager reports to the Deputy Secretary or designee and works collaboratively with the LaSTEM Advisory Council, Regional STEM Center Directors, and statewide stakeholders.

Minimum Qualifications

Five years of experience in administrative services; OR
Six years of full-time work experience in any field plus two years of experience in administrative services; OR
A bachelor's degree plus two years of experience in administrative services; OR
An advanced degree plus one year of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Details:
In collaboration with Louisiana Works Fiscal and Administration staff and the Deputy Secretary or designee, creates and manages Cooperative Endeavor Agreements (CEAs) for all nine Regional STEM Centers, as well as any external funding agreements in which LaSTEM participates as a partner or contractor.
Develops and manages professional services contracts and other agreements necessary for the administration of the LaSTEM program at Louisiana Works.
Creates and maintains contract and program files for all LaSTEM CEAs, consistent with state requirements and Louisiana Works document retention policies.
Assists the Deputy Secretary or designee and the LaSTEM Program Administrator in developing LaSTEM Regional Center Requests for Applications (RFAs) and supporting materials.
Creates and maintains written guidance, templates, and administrative tools for the management and oversight of LaSTEM program activities.
Maintains regular communication with each of the nine Regional STEM Center Directors to monitor progress on CEA work plans, assess compliance with statewide expectations, troubleshoot issues, and support continuous improvement.
Manages, maintains, and updates the LaSTEM website, statewide STEM asset maps, program databases, and other web-based resources housed at Louisiana Works in support of the LaSTEM Advisory Council.
Manages logistics and planning for meetings of the LaSTEM Advisory Council and any associated working groups, including reservations, procurement, information technology needs, day-of support, event evaluation, and reporting.
Maintains documentation such as CEA work plans, performance reports, and statewide planning materials that demonstrate alignment between regional activities and the statewide vision, goals, and strategic priorities of the LaSTEM program.
Plans and stages the annual LaSTEM Summit, including development of agendas, speaker coordination, logistics, budgeting, marketing, and post-event reporting.
Provides support for additional meetings, conferences, site visits, special projects, and other duties as requested by the Deputy Secretary or designee.
