Job Description

The Administrative Rules office is a division of the Office of Legislative Services (OLS), a nonpartisan office serving both the New Hampshire House of Representatives and Senate.

Located in New Hampshire's State House Campus in downtown Concord, the Administrative Rules office publishes the New Hampshire Rulemaking Register on a weekly basis. The Register contains notices of proposed rules, public hearing dates, and notices of adopted rules and declaratory rulings. The office also edits and compiles the New Hampshire Code of Administrative Rules.

Additionally, the office provides legal and clerical support to the Joint Legislative Committee on Administrative Rules (JLCAR) which reviews the rules proposed by nearly 120 executive branch agencies.

Job Summary



Performs administrative support duties for the Division of Administrative Rules under the supervision of the Rules Coordinator. Responsible for a variety of operations and procedures, including filing, proofing, and certifying adopted rules, providing technical support to agencies and the public, responding to records requests, and serving as a backup for the Rules Coordinator when that individual is unavailable.

Duties and Responsibilities:



Processing and maintaining accurate files through all stages of the administrative rules process, from filing of the notice of rulemaking to certification; agency declaratory rulings; and records requests. Maintaining an electronic database pertaining to proposed and adopted rules; declaratory rulings; and actions of the JLCAR. Proofreading and editing adopted rules for certification. Compiling and dissemination of the New Hampshire Rulemaking Register*.
Contacting members of the JLCAR to confirm attendance and ensure quorum. Preparing documents, such as agendas and attendance lists, for JLCAR meetings. Providing technical support for legislators, agency staff, and the public pertaining to Division functions and processes. Overseeing responses to requests for records, including corresponding with the requestor, obtaining files, and preparing invoices. Maintaining and ordering office equipment and supplies. Other duties as assigned.

Knowledge, Skills, and Abilities:



Must be highly organized, with the ability to track numerous projects throughout their lifetime and see them through to completion. Must possess the ability to communicate clearly and effectively with coworkers, legislators, agency staff, and members of the public, both orally and in writing. Knowledgeable in the use of office software, including the Division of Administrative Rules database, Microsoft Office 365 (Word, Excel), and Adobe Acrobat Pro, including the ability to convert documents into HTML and post them to a website. Knowledgeable in the use of basic office equipment, including the ability to print, scan and compile documents, both physically and electronically. Basic understanding of RSA 541-A, the Administrative Procedure Act, and RSA 91-A, the Right to Know law. Basic understanding of the operations and regulatory functions of state agencies.

Education and Experience:



Associate degree from a recognized college or university or business school with major study in business administration, legal secretarial work, or paralegal training. Three years of office experience with emphasis on office administration, record-keeping, public interaction, and use of computer software including use of the Microsoft Windows operating systems, Microsoft Office systems, and Adobe Acrobat Pro, or the equivalent in training or experience.

Pay: $43,875.00 - $60,820.76 per year
