Description of Work The Administrative and Financial Consultant serves as a key advisor to local health departments in North Carolina's western region, providing expert guidance on budgeting, billing, expenditure reporting, and compliance with state and federal financial regulations. This role supports public health operations through consultation, training, and technical assistance, ensuring fiscal accountability and operational efficiency across assigned counties.
Key Responsibilities:
- Provide consultation on budget preparation, expenditure reporting, and financial compliance.
- Support local health departments with billing systems, accounts receivable, and clinical coding.
- Deliver training and technical assistance on state and federal financial reporting requirements.
- Serve as liaison between local fiscal staff and state public health leadership.
- Monitor fiscal operations and ensure subrecipient compliance and accountability.
- Coordinate and deliver in-person and virtual training for public health personnel.
- Guide local agencies on administrative and medical records management.
- Advise on organizational structure and staffing for financial and billing functions.
- Utilize current technical tools to support local health department operations.
- Participate in special projects and provide subject matter expertise in public health finance.
Knowledge Skills and Abilities/Management Preferences
Salary Grade Range: $43,738.00 - $76,542.00
Recruitment Range: $43,738 - $52,126

Demonstrated experience managing fiscal operations in a healthcare setting, such as oversight of budgeting, expenditure tracking, and compliance with state and federal financial regulations.
Proven track record of generating and reconciling billing remittance advice, applying fee schedules and sliding fee scales, and balancing clinical program ledgers within a local health department setting.
Documented experience delivering financial and regulatory consultation to multidisciplinary teams, including preparing written reports and presenting fiscal recommendations to internal and external stakeholders.
Proficient at an intermediate level or higher in Microsoft Excel and financial database systems, with a history of using these tools to analyze data, monitor budgets, and support financial decision-making.
Hands-on experience coordinating or leading training sessions for public health staff on financial systems, billing processes, and administrative procedures, both in-person and virtually.

This position is eligible to be fully remote, With Some Requirements To Report to Raleigh, North Carolina, For Meetings And Duties Requested By Management.
Travel to DPH headquarters, meetings across the state, and assigned counties is expected when required or requested.
