The Accounts Receivable Specialist coordinates and maintains accounts receivable for the agency, ensuring all incoming payments are received and processed. Balance and maintain data in the computerized accounting system. Maintains high standards of professionalism, efficiency, communication, discretion and independent judgment.
ESSENTIAL FUNCTIONS OF THE POSITION:
The essential functions of this position require prioritizing and completing all assigned tasks in a timely and efficient manner, adjusting for changing priorities and availability of resources, and demonstrating initiative in identifying additional job-related tasks to be completed when time permits. Coordinate the agency-wide accounts receivable functions. Generate monthly, quarterly, annual and on-demand invoices for customers and internal drawdowns.
Process all Medicaid and medical billing; resolve and correct billing issues and denials, underpayments, and discrepancies; ensure compliance with payer requirements and HIPAA regulations; prepare and maintain accurate documentation of billing and appeals activities.
Follow up on outstanding invoices, ensuring timely follow-up and resolution. Provide monthly aging report with payment status for Controller's review.
Process cash receipts, which includes determining appropriate account coding and data entry of cash receipts data; take cash deposits to the bank.
Assist in management of agency PayPal account; draw funds and record transactions.
Represent the accounts receivable unit to employees and the public. Interpret and ensure compliance with appropriate internal policies and procedures, as well as state and federal laws, rules, regulations and contracts.
Assist in the preparation of year-end audit and on-going funder monitoring by providing schedules, reconciliations and back-up documentation to auditors and monitors.
Communicate in a professional, respectful and courteous manner with all employees, clients, the Board of Directors, and others with whom we may work. Drive a company vehicle in the performance of duties. Driving will be required for travel to banks to perform banking transactions and to perform other essential functions as needed.

KNOWLEDGE, SKILLS & ABILITIES

This position requires reasonable knowledge of accounts receivable and billing practices and techniques; reasonable knowledge of federal and state billing requirements and HIPAA regulations; reasonable knowledge of automated accounting systems and computer processes and capabilities; reasonable knowledge of federal, state, and county laws, rules, and regulations related to basic accounting processes; reasonable knowledge of modern office terminology, procedures, equipment and business English.
This position requires skill in the use of standard office equipment which includes automated fiscal systems and equipment.
This position requires the ability to communicate effectively in both oral and written forms; maintain confidentiality; plan and organize assigned accounting operations; provide training to employees and others related to accounting and automated reporting systems and procedures; analyze and prepare detailed fiscal, financial and statistical records; make decisions independently in accordance with established policies and procedures, and use initiative and judgment in completing tasks and responsibilities; coordinate a variety of projects and schedule time to meet deadlines; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, volunteers, Federal and State representatives, vendors and the public. Must follow all safety rules and practices, and perform work in a safe manner.
EDUCATION, EXPERIENCE AND TRAINING
Associate's degree in accounting and one year work related experience OR three years accounting work related experience (work experience must include automated accounting systems) OR a satisfactory equivalent combination of education, experience and training.
At time of appointment, must possess a valid Oregon driver's license and be enrolled in the Criminal History Registry.
Following appointment and within 60 days, must participate in a Head Start staff health appraisal.
