Job Description


We are seeking a dynamic individual for the role of Accountant IV. Our selected candidate will oversee the Department\xe2\x80\x99s Prior Year Deficiency (PYD) process, including prior State Fiscal Year obligations for services, goods, and payroll. The candidate will take the lead in forecasting and managing DCF\xe2\x80\x99s deficiency budget and will work closely with stakeholders at EOHHS Payroll/Personnel and the Office of the State Comptroller to compile and process payments. The candidate will report to the Director of Accounting.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Build and execute queries and run reports to fetch data on Prior Year Deficiency (PYD) obligations
  • Forecast, manage, and report on the allotted PYD budgets for each appropriation, working with the Budget Unit to monitor and manage the allotted budgets
  • Analyze PYD data to study trends and make budget recommendations to the Accounting Director and requests to the Budget Director
  • Work with service providers, vendors, and staff to resolve outstanding prior year invoices
  • Prepare required documentation for review and submission of PYD requests to the Comptroller
  • Maintain timely and accurate records of all PYD requests that are received by the Accounting Unit, submitted to Comptroller, and paid
  • Communicate with the DCF Accounts Payable team and analyze current year obligations
  • Take preventative measures to ensure current year obligations are paid prior to Fiscal Year Close
  • Communicate with oversight agencies (Executive Office of Health and Human Services, Comptroller) to ensure PYDs are processed in a timely manner
  • Work with colleagues and DCF Information Technology to properly document paid PYDs in i-FamilyNet
  • Make recommendations on processes and controls to limit future PYD expenditures
  • Other duties, as assigned
PREFERRED QUALIFICATIONS:
  • Excellent verbal and written communication skills
  • Excellent organizational skills
  • Experience with all Microsoft Office applications (specifically, Excel and Access)
  • Working knowledge of Mass Management Accounting and Reporting System (MMARS)
  • Experience building and running reports in the Commonwealth Information Warehouse (CIW)
  • Working knowledge of DCF\xe2\x80\x99s internal accounting system, i-FamilyNet
  • Working knowledge of the Comptroller\xe2\x80\x99s Prior Year Deficiency process/requirements
  • Ability to analyze financial data and solve problems
  • Excellent customer service skills and demonstrated ability working with difficult clients

Qualifications

This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate\'s degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor\'s degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
